Verkhovna Rada Committee on State Building, Regional Policy and Local Self-Government recommends Ukrainian Parliament return draft law on introduction of amendments into Law of Ukraine "On status of mountain area population centers in Ukraine" (as to expansion of criteria of designation of population centers to category of mountain settlements and provision of state guarantees) for further adaptation

The Secretariat of the Committee said that
the author of the draft law Ivan Rybak, who was invited to take part in the
Committee meeting, noted that the draft law No. 2469 he had offered ensures
proper socioeconomic development of the population centers geographically
located in the mountain areas but having no any "mountain" status,
and to guarantee the protection of constitutional rights, in particular, the
rights of children to education.
At the
same time, chairperson of the subcommittee for local executive bodies and
territorial structure Mykola Fedoruk drew attention of the participants to the
position of the Verkhovna Rada Committee on Budget Affairs, which noted that
the draft law had certain impact on the indicators of budgets (will increase
the expenditures of state and local budgets). At that the draft law does not
envision proper feasibility study and proposals as to the additional state and
local sources to finance the construction, which goes in violation of the
requirements of Section 1 of Article 27 of the Budget Code of Ukraine and
Section 3 of Article 91 of the Regulations of the Verkhovna Rada of Ukraine.
