Chairperson of the Verkhovna Rada Volodymyr Groysman said this at the meeting with representatives of territorial communities headed by President Petro Poroshenko on Saturday.
The Chairperson of the Verkhovna Rada said that the offered draft decentralization amendments into the Constitution of Ukraine are based on the European Charter of Local Self-Government and corresponds to the best European standards, which was confirmed by the European Commission for Democracy through Law (Venice Commission).
Groysman noted that the constitutional amendments provide territorial communities with the rights and authorities, which would not abolish any changes the central power. They also expand financial autonomy of the local self-government; allow territorial communities to use inter-budget relations with the state budget; and delegate a number of other authorities of the state power to the territorial communities. Besides, Groysman noted that the sector-oriented reform will not be possible without the decentralization of power.
