Verkhovna Rada adopts Resolution "On regular election of deputies to city councils and election of village, small town and city heads in 2015"

The Resolution sets regular election of deputies to city councils, and the election of village, small town and city heads (except for the case envisioned by Items 2, 3 of this Resolution) for October 25, 2015.

In compliance with Item 1, Section 1, Article 3 and Section 5, Article 8 of the Law of Ukraine "On protection of human rights and freedoms and legal regime on temporarily occupied territory of Ukraine," regular election of deputies to all local councils and the election of all village, small town and city heads on temporarily occupied territories of the Autonomous Republic of Crimea and the city of Sevastopol in compliance with Item 1 of this Resolution are not set.

In compliance with Item 1 of this Resolution, regular election of deputies to all local councils and the election of all village, small town and city heads is not set in specific districts, cities, small towns and villages of Donetsk and Luhansk regions located on territories envisioned by the Resolution of the Verkhovna Rada dated March 17, 2015 "On determination of specific districts, cities, small towns and villages of Donetsk and Luhansk regions," where special order of local self-government is introduced and which are declared temporarily occupied territories pursuant to the Resolution of the Verkhovna Rada of Ukraine dated March 17, 2015 "On declaring specific districts, cities, small towns and villages of Donetsk and Luhansk regions temporarily occupied territories."

If holding of local election on specific territories of Donetsk and Luhansk regions is found impossible to be realized and prepared in compliance with the provisions of this Law in view of military aggression of the Russian Federation upon Ukraine; in view of impossibility of observance of the OSCE election standards, in case of taking measures on prevention of terror threats, and in order to guarantee security for the citizens of Ukraine, the Central Election Commission declares holding of the election to respective local councils and the election of all village, small town and city heads impossible. Once respective decision is taken it is immediately submitted for consideration of the Verkhovna Rada.

The election of deputies to all local councils and the election of all village, small town and city heads that were not set in compliance with Items 2 and 3 of this Resolution, or were declared impossible in compliance with Item 4 of this Resolution, will be set by the Verkhovna Rada of Ukraine in terms and under the order envisioned by the law in case temporary occupation or armed aggression of the Russian Federation upon Ukraine is terminated.

The Resolution takes effect from the day of its official publication.
