The draft law No. 2706 is aimed at settlement of debts of economic entities, engaged in production, transportation, supplies of heat energy for the needs of the population, as well as in providing the population with services of centralized water supplies and water drainage, to energy distribution companies (as at January 1, 2015 the debt made up USD 1.6 billion).
The draft law is also aimed at creation of conditions for increase of the level of current payments for used natural gas and electric energy and creation of conditions for improvement of their financial and economic state.
The draft law also envisions introduction of moratorium on accrual and withdrawal of fines and other financial sanctions for energy distribution companies in case of untimely payments for used natural gas and services on its transportation and delivery of electric energy to economic entities, for which tariffs for heat energy and services of centralized water supplies and water drainage were set at the level lower than the prime cost including the ceiling level of profitability.
