Verkhovna Rada Committee for Environmental Policy, Environmental Management and Mitigation of Consequences of the Chornobyl Disaster recommends Ukrainian Parliament adopt as a basis draft law “On introduction of amendments into some legislative acts of Ukraine as to regulation of local development of mineral resources”

The draft law No. 2184 offers to regulate some issues in the field of subsoil use in order to ensure stable development of business entities engaged in development of mineral resources deposits of local importance, in particular, as to regulation of land issues.

New Article 14-1 of the Law of Ukraine “On alienation of land plots, other private real estate facilities located on them for social needs” does not envision the term as to consent of an owner during signature of the agreement or any other documents, including through the provision of other equal land plot, which is not in line with Article 22 of the Constitution of Ukraine, under which narrowing or rewording of effective rights and freedoms is prohibited during adoption of new laws or introduction of amendments into effective Laws of Ukraine.

In words of Committee members, the said remarks can be met in case Paragraph 1, Section 1 of Article 15 of this Law is withdrawn from the draft Article 14-1.
