Verkhovna Rada Committee for Environmental Policy, Environmental Management and Mitigation of Consequences of the Chornobyl Disaster hosts meeting of workgroup for elaboration of Chapter entitled “Environment protection and management” of draft plan for legislative support to reforms in Ukraine

The meeting was held under respective order of Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman No. 496 “On elaboration of the Plan for legislative support to reforms in Ukraine” fated March 31, 2014. The meeting was conducted by Head of the Committee Mykola Tomenko. Participants of the meeting were people's deputies of Ukraine, specialists of the Presidential Administration of Ukraine, Environmental and Natural Resources Ministry, Ministry of Finance, Health Ministry, State Environment Inspectorate, Lawmaking Institution of the Verkhovna Rada of Ukraine, and employees of the Administration of the Verkhovna Rada of Ukraine.

It was noted that the plan is aimed at the determination of top-priority trends in improvement of legislative regulation of social relations on the basis of consistency and consolidation of reformation’s efficiency. The plan also envisions the determination of specific landmarks of reforms and ways of their implementation taking in account complex view of prospects of legislative support to national reforms on the basis of policy documents, international obligations of Ukraine, civil and scientific initiatives, in particular, the Association Agreement between Ukraine and the EU, Strategy of Stable Development Ukraine-2020, extraordinary address of President Petro Poroshenko to the Verkhovna Rada of Ukraine “On internal and external situation in Ukraine,” activity program of the Cabinet of Ministers, and the Coalition Agreement.

The Chapter “Environment protection and management” of the said draft plan envisions the implementation of the following proposals:

 

    to improve handling of consumer wastes, conduct proper waste management, and prevent from wastes accumulation;

    to enable the society to access environment information and participate in the elaboration of respective environmental plans and programs;

    to improve the Water Code of Ukraine as to management of water resources, protection of waters from pollution by farm nitrates, and purification of municipal waste waters;

    to ensure wildlife protection;

 

Evaluation of effects of the draft plans and programs on environment:

 

    amending of the Mineral Resources Code of Ukraine, inter alia taking in account minimum environment requirements as to extraction of shale gas via hydrofracturing;

    handling genetically modified organisms.

 

At the end of the meeting, the participants expressed a number of remarks and proposals, in particular, as to the wording of items of the plan, necessity for adoption of legislative acts to implement conceptual fundamentals and essence of legislative proposals, as well as possible terms of their elaboration. It was noted that in compliance with respective order of Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman, after their generalization, the remarks and proposals will be considered by the Verkhovna Rada’s Lawmaking Institution.
