In particular, the Committee members heard the report on appeals as to calling snap election of four city, three town and 33 village mayors. The reasons for early termination of these mayors’ authorities are as follows: own free will (submission of resignation statement) — 28 cases; death — eight cases; enactment of court sentence to mayor — one case; and decision of respective council — three cases.
The meeting noted that secretaries of some local self-government bodies fulfill mayoral authorities for almost two years (in particular, Kodyma city council of Kodyma district of Odesa oblast; and Kalynivka village council of Vasylkiv district of Kyiv oblast). At the same time, secretaries in some other settlements have fulfilled such authorities for over a year.
The Committee took in account the fact that local councils acting on the basis, in the frames of authorities and in a way envisioned by the Constitution of Ukraine and Laws of Ukraine, requested the Verkhovna Rada of Ukraine to call snap election of some village, town and city mayors.
Members of the Committee also took in account information saying that the Verkhovna Rada of Ukraine continues to receive similar appeals from local councils and the secretariat of the Committee is processing about 50 appeals of that kind under respective instruction of Chairperson of the Verkhovna Rada of Ukraine Volodymyr Groysman.
