Head of Verkhovna Rada Committee for Industrial Policy and Entrepreneurship Viktor Halasiuk presents legislative achievements in innovative growth of Ukraine in frames of expert discussion entitled “Innovative Way to the Future: from a Raw-Material to Hi-Tech Country”

The expert discussion was organized by the Ukrainian Association for Innovation Development.

In particular, the people's deputy reported on Verkhovna Rada’s adoption of a package of draft laws as to holding of a large-scale energy modernization of Ukraine. The package had been processed by the Verkhovna Rada Committee for Industrial Policy and Entrepreneurship.

Giving examples of strong and progressive initiatives, Viktor Halasiuk pointed out the role of the Ukrainian Association for Innovation Development in elaboration and adoption of draft laws Nos. 1313 and 1409. “One of the remarkable examples of projects, the Association helped to introduce in Ukraine, is the introduction of energy service contracts. In the course of the introduction of the project, considerable bureaucratic and oligarch resistance was overcome. Now private investors are given an opportunity and stimulus to invest into energy modernization of state-financed institutions, the number of which in the country is 98,000. Investors are now facing the open market of UAH 200 billion, and the state guarantees protection of these investments. As a result the country has to start economizing up to a billion cubic meters of gas a year and create considerable demand for energy saving equipment to be manufactured in Ukraine,” the Head of the Committee informed.

Halasiuk also pointed out one of the fundamental reasons for Ukraine’s lagging is the structure of economy. “Our country is the exporter of raw or semi-processed materials. The only way for us to get into the list of developed countries is the way of innovations. The scenario of evolution will not be helpful. Ukraine needs real economic and technological breakthrough instead of intention to repeat experience of other countries, which launched innovations several decades ago,” people's deputy said and added that the Association focuses on realization of this goal.
