In his greeting speech, Serhii Vlasenko pointed out the relevance of the event’s topic, having noted that real leaders, first of all at the local level, have to become the engine of the reforms currently underway in Ukraine.
The Head of the Committee thanked representatives of the Office of the Council of Europe and the Swiss Bureau of Cooperation in Ukraine for their willingness to share and use the best experience in European reforms in Ukraine and wished participants of the conference to have fruitful discussion.
Meeting participants also discussed the issue of the role of leadership during reformation of local governing and decentralization of power in Ukraine; presented British and Polish experience in introduction of effective and responsible local governing; discussed problems of leadership development; and announced results and priorities of introduction of the Council of Europe’s program “Leadership Academy.”
The conference has been organized by the Center of reforms expertise of local governing of the Council of Europe in the frames of the Council of Europe Programme entitled Strengthening the Capacity of Local Authorities in Ukraine.
Conference participants also were representatives of the Committee Secretariat.
