The Law introduces following amendments into Article 28 of the Budget Code of Ukraine:
1. Replaces words “Information,” “is placed” and “seven days” in Paragraph 2, Section 2 with respective words “Budget requests that include information,” “are placed” and “three days.”
2. Introduces the following wording of Paragraph 3, Section 5:
“Major administrators of state budget funds (local budgets in case of application of special-purpose program in the budget process):
— provide public presentation and publishing of information about budget in compliance with budget programs and indicators, budget assignations on which are determined with the Law on state budget of Ukraine (with the decision on local budget), in compliance with requirements and according to the form set by the Ministry of Finance of Ukraine before March 15 in the year following the fiscal year;
— via posting on the official websites publish passports of budget programs for current budget period (taking in account amendments into budget programs) within three days from the date of validation of such documents and reports on implementation of passports of budget programs for the reporting budget period within three days following the submission of such reports to the Ministry of Finance of Ukraine (or local financial bodies).”
3. Supplements Section 6 with the following contents:
“6. Information about budget determined by this Article is made public in compliance with the Law of Ukraine “On access to public information” in terms of publishing of public information in the form of open data.
Conditions and order of access to information about used funds of state budget and local budgets are determined by the Law of Ukraine “On openness of use of public funds.”
The Law will take effect on September 1, 2015.
