The Parliament adopted draft Law No. 0392, which will ensure the execution of domestic procedures necessary for the entry into force of the Agreement between the Government of Ukraine and the Kingdom of Spain on Technical and Financial Cooperation, signed on 18 March 2026 in Madrid.
As stated in the explanatory note, the Agreement is aimed at establishing a framework for attracting technical and financial assistance from the Kingdom of Spain. The document defines the types and forms of assistance, such as the transfer of know-how, training, consultations, supply of equipment and materials, implementation of new technologies, and provision of grants, as well as mechanisms for approving technical and financial assistance projects, along with tax exemptions, privileges, and immunities within the framework of implementing these projects, including those for Spanish experts. The implementation of the Agreement will contribute to the execution of reforms in the field of European integration, the strengthening of Ukrainian-Spanish relations, and the promotion of democracy, human rights, peace, security, prosperity, and stability in Ukraine.
