Today, September 2, 2026, the Verkhovna Rada of Ukraine adopted on the second reading and as a whole Law "On Amendments to Certain Legislative Acts of Ukraine Regarding the Implementation of European Union Legislation in the Field of Renewable Energy Sources.” (Reg. No.14271).
The document aims to bring Ukrainian legislation into line with the requirements of European law in the field of renewable energy.
Specifically, the Law provides for updated terminology and the introduction of sustainability criteria, tracking systems, certification, and independent auditing for biofuels, bioliquids, and biomass fuels.
Another key objective is the streamlining and simplification of permitting procedures for project implementation, particularly through digitization and the establishment of statutory deadlines for approval.
Specific provisions regulate the legal status and operational frameworks of renewable energy acceleration areas, renewable energy communities, and active consumers generating energy from renewable sources for self-consumption.
The adoption of this document is essential for fulfilling Ukraine’s international commitments under European integration, particularly pursuant to the Energy Community Treaty, the Association Agreement between Ukraine and the European Union, as well as under Negotiation Chapter 15 “Energy” and the implementation of the Ukraine Plan.
The passage of the Law marks a vital step toward Ukraine’s further integration into the European energy market, the advancement of green power generation, the attraction of investment, and the strengthening of national energy independence.
