On September 2, the Verkhovna Rada adopted as a whole the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine Regarding the Improvement of the Functioning of Industrial Parks” (Reg. No.12117).
The document provides for technical enhancements to legislation governing industrial parks and aims to create clearer, more effective conditions for industrial development in Ukraine.
During the drafting process, the Committee on Economic Development held a series of consultative meetings, working groups, and field visits, touring over 20 active industrial parks to examine the practical implementation of state and local incentives.
Among the key changes provided for by the Law are:
Clear demarcation of functions for all stakeholders within an industrial park;
The option for an industrial park initiator to serve concurrently as the management company;
Expansion of allowable activities for participants, particularly in the field of self-generation of electricity;
Provision for the placement of energy storage systems (BESS) and other alternative energy facilities;
Introduction of the concept of an eco-industrial park;
Regulation regarding the placement of training centers, catering facilities, and other supporting infrastructure;
Refinement of procedures for altering park boundaries, transferring land ownership rights, and registering or deregistering a park in the Official Register;
Granting management companies access to the “5-7-9%” state affordable lending program.
The Law also introduces requirements for separating business activities through distinct accounting, establishes the procedure for compensating costs associated with fulfilling public service obligations, and sets standards for financial transparency and public funds disclosure.
The primary objective of the Law is to create favorable conditions for building new manufacturing plants and expanding modern production across Ukraine. Industrial parks represent a vital pillar of the “Made in Ukraine” national strategy aimed at developing domestic manufacturers.
For the state, the enactment of this Law facilitates industrial expansion, attracts investment, creates new jobs, and strengthens national economic resilience.
For citizens, it offers new employment opportunities, regional development, infrastructure modernization, and increased production of Ukrainian-made goods.
