ON THURSDAY, THE 18TH OF DECEMBER THE PLENARY MEETINGS OF THE THIRD SESSION OF THE VERKHOVNA RADA OF UKRAINE WERE HELD

 

At the beginning of the morning meeting the Chairman of the Verkhovna Rada of Ukraine, Volodymyr Lytvyn has informed on the results of the Verkhovna Rada´s work during the meetings on 17th of December.

 

The Chairman announced that the Verkhovna Rada of Ukraine had to scrutinize a number of anti recessionary Bill but because of the great number the propositions to Committees the latter asked to shift their scrutinizing.

 

The People´s Deputies agreed with the Proposition of the Chairman.

 

The first item to scrutinize was the Bill on Amendments to the Law "On Amendments to the Law of Ukraine "On Protection from Unfair Competition". Oleksiy Kotstusev, the Chairman of the Sub Committee on Economic Policy has informed on the Bill. He declared that the law enhances legal base concerning protection from unfair competition and coordinates procedural rules of the Law "On Protection from Unfair Competition" with relevant regulations of the Laws "On Protection of Economic Competition" and "On Antimonopoly Committee of Ukraine".  

The Bill had been adopted (411 votes)

 

The Verkhovna Rada has adopted the Law "On Amendments and Supplements to the Law of Ukraine "On the National Council of Ukraine on Television and Radio Broadcasting" (re Procedure of Termination of Authorities of the Members of the National Council). Olena Bondarenko, the Chairperson of the Sub Committee on the Freedom of Speech and Radio Broadcasting has informed on the Law. She explained that the Bill enhances the giving the right to the opposition to have their representative in the National Council of Ukraine on Television and Radio Broadcasting. The Law was adopted in its entirety (226 votes).

 

The Law "On Amendments to Article 4 of the Law of Ukraine "On Living Wage" (re Approval of a Living Wage) was adopted next in its entirety. According to the Chairman of the Committee on Social Policy and Labour, Yaroslav Suchyi, the Bill envisages the returning of the adopted by the Verkhovna Rada the previous state of living wage. He stressed that it is not possible for the Parliament to accommodate it to the possibilities of the Budget. That is why the most important for the present moment for the Verkhovna Rada is to establish the objective rate of the living wage and provide the possibility to existence of the main social norm of the state.

 

The Bill was adopted by 231 votes.

 

The People´s Deputies have scrutinized the amendments to certain legislative acts of Ukraine" (re improvement of financial mechanisms of investment into housing development). The Bill was adopted by 242.

 

Next, the parliamentarians have scrutinized and adopted the number of issues on the nomination and dismissal of judges.

 

The Verkhovna Rada gave its Consent to detain and arrest Zvarych I.S., Judge of Lviv Administrative Court of Appeal, and dismissed him from the Office due to the violation of the oath.

 

The People´s Deputies Rada gave its Consent to detain and arrest Koval Yu. M., Judge of the Local Court of Mykolaiv Region.

 

Next, people´s Deputies have scrutinized certain resolutions on adoption of local [re-termed elections and made the decisions.

 

At the beginning of the evening meeting the Verkhovna Rada has adopted the Resolution on assignment of the name to the population aggregate of Zaporizhia District of Zaporizhia Region.

 

Verkhovna Rada of Ukraine has adopted the Law "On Amendments to the Law of Ukraine "On Common Social Investment Institutions (Unit Funds and Corporative Funds)" in its entirety.

 

 

The Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine, Oleksandr Efremov informed that the Committee has scrutinized two Bills of Resolution on the Formation of the Temporary Committee of Inquiry but has not upheld them.

 

During the discussion the People´s Deputies from Yulia Tymoshenko Bloc insisted on the scrutinizing of the following Bill.

 

V. Lytvyn asked the leaders of the factions for the Conciliation Meeting.

 

The further meeting was conducted by the First Vice-Chairman of the Verkhovna Rada of Ukraine, Oleksandr Lavrynovych.

 

In the second reading and in its entirety the Bill "On Amendments to Certain legislative Acts of Ukraine regarding the minimizing of the Finance Crisis Consequences on the development of the state industry was adopted".

 

The Parliamentarians have rejected two Bills of the Resolutions on the discontinuance of authority of the Members of the Ntional Council of Ukraine on Television and Radio Broadcasting, V. I. Ponediloc and T. Ya. Lebedeva.

 

The Chairman of the Verkhovna Rada, V. Lytvyn announced that the Conciliation Council has adopted two decisions. the first one: On the decision of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine regarding the discontinuance of the activity of certain Conciliation Commissions. The second one: the Conciliation Council recommends that the Parliament scrutinize and adopt the Resolution on the formation of the temporary Inquiry Committee on the checking of the National Bank of Ukraine activity in the period of the finance crisis.

 

the Verkhovna Rada of Ukraine has adopted the Resolution on the formation of the temporary Inquiry Committee on the verifying of the National Bank of Ukraine activity in the period of the finance crisis (416 votes).The Commission will verify the implementation of the main constitutional function of the National Bank preserving the stability of the national currency.

In the end of the meeting the people´s Deputies have scrutinized and adopted the Resolution on The Parliamentary hearings recommendations on the theme: "On the Implementation of Social Charter in Ukraine (scrutinized) (377 votes)".

 

The Chairman announced the plenary meeting closed.

 

Next plenary meeting will be held on Friday, the 19th of December.
