PLENARY MEETINGS OF THE THIRD SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, 4 SEPTEMBER     

Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting and invited the leaders of Deputy Factions to hold a council in order to come to agreement about the agenda. A.Yatseniuk informed the People´s Deputies of the resolution of "Our Ukraine People´s Self-Defence" Faction concerning its withdrawal from the coalition of democratic forces.   

He stated that pursuant to Article 65 of the interim Standing Orders of The Verkhovna Rada of Ukraine, the said resolution will come into force after the 10-day period, unless the Faction withdraws its appeal.  

A.Yatseniuk also stated that pursuant to Article 83 of the Constitution of Ukraine, in case the said resolution obtains legal validity, The Verkhovna Rada of Ukraine should form a new coalition within 30 days. It is to be informed by the Chairman at a plenary meeting and published in the newspaper "Holos Ukrainy". A.Yatseniuk declared: "Pursuant to Article 90 of the Constitution of Ukraine, in case the coalition fails to be formed, the President of Ukraine is authorized to terminate the authority of the Parliament" .

A.Yatseniuk underscored that information at that plenary meeting was not an official announcement of collapse of the coalition.   

Then the People´s Deputies adopted the resolution, pursuant to which, Volodymyr Ohryzko, Minister of Foreign Affairs, and Yuriy Yekhanurov, Minister of Defence, were invited to the plenary meeting on Friday to make a report concerning the temporary stay of foreign fleet at the territory of Ukraine.  

The Parliament members scrutinized and adopted more than 120 resolutions on holding extraordinary elections of certain village, settlement and city mayors.  

Then the People´s Deputies scrutinized and adopted a number of resolutions concerning election of their colleagues as the members of the Parliamentary Committees.  

The Verkhovna Rada scrutinized the Law "On Children´s Health Improvement and Recreation" at the Second Reading and adopted it in its entirety.   

Then the morning plenary meeting was closed.  

At the evening plenary meeting, Yulia Kovaliova, People´s Deputy of Ukraine, presented the appeal of The Party of Regions and the CPU Factions.  The appeal drew attention to the failure to take necessary measures in order to render aid to the victims of explosions at the ammunition depots in Lozova (Kharkiv region).  

The Factions appealed to the parliament members with a request to extend aid to the victims.  

The People´s Deputies scrutinized the Resolution on Awarding Scholarships of The Verkhovna Rada of Ukraine to the Most Talented Young Scholars in Year 2008, and adopted it. The Verkhovna Rada granted 20 scholarships in the amount of 2 thousand UAH monthly to the young scholars.  

Viktor Yanukovych, People´s Deputy of Ukraine, presented the Resolution on Implementation of the State Program of Construction and Development of Underground Railway for Years 2006-2010 in Kyiv, Donetsk, Dnipropetrovsk and Kharkiv. 

The Verkhovna Rada adopted the Law "On Realization of Housing Rights of the Residents of Hostels" at the Second Reading and in its entirety. The Law is aimed at realization of the constitutional housing right of the citizens that permanently reside in hostels.  

The People´s Deputies upheld the Bill on Amendments to the Law "On Prosecution" (re Procedure of Dismissal of Prosecutor General of Ukraine)", having adopted it as a basis and in its entirety.   

Then the People´s Deputies scrutinized the Bill on Amendments to certain Laws of Ukraine (re Acting Heads of Local State Administrations). The Bill was adopted as a basis and in its entirety.  

Finally, the People´s Deputies scrutinized the Bill on Amendments to the Law of Ukraine "On High Council of Justice" (re Organization and Activity), submitted by the President of Ukraine.  

The Bill was declined.  

Then the evening plenary meeting was closed.
