THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS PLENARY WORK ON WEDNESDAY   

391 People´s Deputies registered to attend the meeting.  

Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, opened the plenary session and invited the leaders of Deputy Factions to hold a meeting to coordinate the agenda. The Chairman announced a recess. Then the People´s Deputies presented their reports, announcements and appeals.  

The parliament members approved the agenda of the plenary meeting. Pursuant to the agenda, they had to scrutinize a number of Bills, such as the Bill on social dialogue, two Bills on amendments to the current legislation, and the issues on ratification.  

A.Yatseniuk reminded that The Verkhovna Rada scrutinized the Bill on social dialogue on 2 July. However, the resolution failed to be adopted. 

The reporter briefly informed the People´s Deputies of the contents of the Bill. Thus, the Bill defines legal principles of organization and conduct of the social dialogue in Ukraine concerning "improvement of labour, social and economic relations, achievement of mutual understanding and public concord in the society. 

The Bill defines the notion of the social dialogue, its basic principles, representation of the parties of the social dialogue.  

The Bill regulates the procedure of establishment and activity of the social dialogue bodies. Thus, the National Trilateral Social and Economic Council and territorial trilateral social and economic councils are established at the national and territorial levels from the equal number of representatives of the social dialogue parties at the relevant level.  

The Verkhovna Rada adopted the Bill on social dialogue as a basis.  

Then the Parliament members scrutinized the Bill on Amendments to the Law "On the Living Wage".  Reporter Vasyl Khara, People´s Deputy of Ukraine, stated that pursuant to the Bill, a living wage for one person, and separately for the members of basic social and demographic groups of population, should be annually established by a separate law. At present, the living wage is established by the Law on the State Budget of Ukraine for a relevant year.  

The Bill on Amendments to the Law "On the Living Wage" was adopted as a basis at the First Reading by 344 votes. 

Then the Parliament members scrutinized the Bill on Amendments to the Law "On the State Budget of Ukraine for Year 2008 and Amendments to certain Legislative Acts of Ukraine".  

The Bill on Amendments to the Law "On the State Budget of Ukraine for Year 2008 and Amendments to certain Legislative Acts of Ukraine" was adopted as a basis and in its entirety by 361 votes.    

Then the People´s Deputies scrutinized the issues concerning ratification under the shortened procedure.   

The Verkhovna Rada ratified the Financial Agreement (Ukraine the Project of European Roads in Ukraine) between Ukraine and the European Investment Bank; the Amendment to the Convention on Physical Protection of Nuclear Material; the Convention between the Government of Ukraine and the Government of the Republic of Iceland on Elimination of Double Taxation and Prevention of Tax Evasions concerning Income and Capital Taxes, and the relevant Protocol; the Convention between the Government of Ukraine and the Government of theHashemite Kingdom of Jordan on Elimination of Double Taxation and Prevention of Tax Evasions concerning Income and Capital Taxes, and the relevant Protocol.  

Then the Parliament members also ratified the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Socialist Republic of Vietnam on Readmission of Citizens of Both States;  the Framework Agreement between the Government of Ukraine and the Commission of European Commonwealth; the Agreement on Economic Cooperation between the Cabinet of Ministers of Ukraine and the Government of the Republic of Bulgaria; the Agreement between the Cabinet of Ministers of Ukraine and the Government of Estonian Republic on Economic, Industrial, Scientific and Technical Cooperation.

Finally, the People´s Deputies ratified the Agreement between the Cabinet of Ministers of Ukraine and the Government of Hungarian Republic on the Places of Junction of Motor Roads at the Ukrainian-Hungarian Border within the Limits of the Fifth Pan-European Transport Corridor. 

Totally, 9 agreements and conventions have been adopted.  

Then the plenary meeting was closed.
