At the beginning of the morning meeting on the Day of Sorrow people?s deputies paid tribute to the memory of war victims in Ukraine by one-minute silence.

 

The Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn informed about the results of work of the Verkhovna Rada at plenary meetings on June 21.

 

"BYuT-Batkivshchyna" and "Our Ukraine People?s Self-Defense" factions requested a break or an opportunity to make a statement.

 

People?s deputy Roman Zabzaliuk read out the statement. It claimed that "last week, "BYuT-Batkivshchyna" faction demanded in an official statement that the President of Ukraine should explain what documents he was referring to when accusing the leader of the opposition Yu. Tymoshenko, and on what grounds he obtained these documents."

 

We claim: Yu. Tymoshenko is a political prisoner and she should be released immediately. We believe and know that the regime will not enslave Ukraine. Ukraine will win! Glory to Ukraine!" claims the statement.

 

The Chairman reminded that the Government Question Hour is held every plenary Friday.

 

He informed that the members of the Cabinet of Ministers, except the Prime Minister Mykola Azarov and the ministers that are on business trips or on leave, are present in the governmental suit.

 

Representatives of deputy factions and groups approved the proposal to grant a hearing to the information of the Cabinet of Ministers concerning the state of affairs in housing and municipal economy.

 

The questions of deputy factions and groups were answered by the Minister of Regional Development, Construction and Housing and Municipal Economy Anatolyi Blyzniuk.

 

The first question pertained to the level of provision with centralized water supply in populated areas of Ukraine.

 

A. Blyzniuk informed that about 63.9% of population have centralized water supply.

 

The next question pertained to whether the national drinking water standards correspond to the global standards of quality.

 

The Minister reported that "the state sanitary norms and rules, and hygienic demands to drinking water designated for human consumption were elaborated on the basis of European and world requirements to these standards. They came into force in 2010. Some of them will become operational in 2013.

 

The next question was connected with the two previous and pertained to the measures the Ministry is taking and the projects implemented by it to perform the tasks stipulated by the national target program "Drinking Water".

 

People?s deputies were also interested whether there are prospects of development of centralized water supply in the private sector in rural areas and whether it is reasonable to induce every household to have individual water well.

 

A. Blyzniuk noted that not every individual water well can correspond to the determined up-to-date requirements and standards of water quality.

 

A number of questions pertained to implementation of the initiative of the President of Ukraine concerning affordable dwelling.

 

A. Blyzniuk informed that the program of cheapening the cost of mortgage loans has started operating.

 

The First Vice Prime Minister Valeriy Khoroshkovskyi and the Minister of Justice Oleksandr Lavrynovych also answered the questions of people?s deputies.

O.Lavrynovych, Minister of Justice answered the questions of the people?s deputies regarding implementation of court decisions by the government as well as imperfect work of the State executive service.

 

One more question to the Minister of Justice was connected with the agreement concluded between the government and the American company Skadden of not less than one hundred thousand UAH. People?s deputies expressed their doubts concerning accuracy of such information.

 

Officials answered several more questions of the people?s deputies.

 

This was the end of the hour of questions to the Government.

 

The Chairman read out the parliamentary inquiries.

 

The bill to amend several legislative acts of Ukraine regarding payment for connection to networks of natural monopolies, prepared for the second reading was reported by Mykola Martynenko, the chair of the Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety.

 

People?s deputies considered the amendments to the bill and adopted it in entirety by 279 votes.

 

The bill to amend the Law "To Amend the Law of Ukraine "On the State Budget of Ukraine for 2012" (re additional expenses on state safety) was reported by the people?s deputy Yuriy Karakai.

 

By the results of voting the bill was adopted as a basis and in entirety by 271 votes.

 

People?s deputies included into the agenda the bill "On Employers' Organizations, Their Unions, the Rights and Guarantees of Their Activity" (Reg.No.10108).

 

The bill "On implementation of social initiatives of the President of Ukraine regarding lowering the price of mortgage loans" was reported by the deputy chairman of the Minister for Regional Development, Construction and Housing Dmytro Isayenko.

 

People?s deputies upheld the bill by 264 votes.

 

The Verkhovna Rada of Ukraine adopted the Resolution "On celebration of the 75th anniversary of Zhytomyr Region"

 

The refined bill "On Employers' Organizations, Their Unions, the Rights and Guarantees of Their Activity" was presented by the head of the Committee on Social Policy and Labor Vasyl Khara.

 

The Verkhovna Rada adopted the bill as a basis and in entirety by 237 votes.

 

Members of the Parliament considered and recommitted the bill on local initiatives.

 

At the end of the morning meeting people?s deputies took the floor with announcements, information and proposals.

 

The Chairman adjourned the plenary meeting.

 

On June 25-27 people?s deputies will be working with electorate.

 

The next plenary meeting of the tenth session will be held on Tuesday, June 3.
