THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS PLENARY WORK ON WEDNESDAY, SEPTEMBER 7

 

In the beginning of the morning plenary meeting, Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn briefed on the results of work of the Verkhovna Rada of Ukraine at the plenary meeting on September 6.

 

The Chairman announced that People´s Deputy Anzhelika Labunska left the deputy faction "BYuT-Batkivshchyna."

 

Having presented their appeals, announcements and proposals, the People´s Deputies started to scrutinize the agenda items.

 

Head of the State Inspectorate for Safety in Sea-Going and River Transport Hryhorii Sobolevskyi presented the bill "On Accession of Ukraine to the International Convention for the Unification of Certain Rules relating to the Arrest of Sea-Going Ships."

 

The People´s Deputies adopted the bill by 276 votes.

 

Head of the State Air Service Anatolii Kolisnyk presented the bill "On Ratification of the Agreement between the Cabinet of Ministers of Ukraine and the Government of Georgia on Aircraft Traffic."

 

The Verkhovna Rada of Ukraine ratified this Agreement by 299 votes.

 

People´s Deputy Arsenii Yatseniuk presented the bill on amendments to several legislative acts of Ukraine (re establishment of criminal responsibility for abusing the state language and languages of national minorities of Ukraine).

 

A. Yatseniuk suggested establishing criminal responsibility "for those who disrespect their nation, people and country."

 

During the discussion, a part of the People´s Deputies supported the bill.

 

People´s Deputy O.Zarubinskyi reminded that two years ago he had submitted the bill establishing criminal responsibility for disparagement of Ukrainian nation.

 

The bill was rejected (82 votes).

 

People´s Deputy Andrii Parubii presented the bill on amendments to the Law "On the Citizenship of Ukraine" (re harmonization of domestic law with the European standards).

 

The bill was rejected (116 votes).

 

People´s Deputy Olena Shustik presented two bills on invalidating several laws of Ukraine. The first bill invalidates the Law "On Judiciary and the Status of Judges" and the Law "On Amendments to Clause 218 of the Code of Criminal Procedure of Ukraine regarding Familiarization of the Defendant and the Defender with the Criminal Case Papers." The reporter claimed that these bills contravene the Constitution. 

 

The Verkhovna Rada of Ukraine rejected both bills.

 

The People´s Deputies recommitted the draft resolution on observance of the laws on monuments protection (re non-admittance of construction works in the premises of the archeological monument of national significance "Town of Volodymyr Stronghold of the Ancient Kyiv with the Understructure of Desiatynna Church").   

 

The following resolutions were passed: "On Celebration of the 960th Anniversary of Kyiv-Pechersk Monastery Foundation by St. Anthony"; "On Celebration of the 955th Anniversary of Saint Nestor the Chronicler"; "On Celebration of the 810th Anniversary of First King of Rus-Ukraine Danylo Halytskyi"; "On Celebration of the 360th Anniversary of Saint John Maximovitch, Metropolitan of Tobolsk and All Siberia"; "On Celebration of the 860th Anniversary of Novhorod-Siverskyi Prince Ihor Sviatoslavovych, Main Hero of "Slovo o Polku Ihorevim" ("The Tale of Ihor's Campaign").

 

The People´s Deputies scrutinized two bills on amendments to the Law "On the State Budget of Ukraine for 2011."

 

People´s Deputy Mykola Tomenko presented the bill on amendments to the Law "On the State Budget of Ukraine for 2011" (re use of funds generated by privatization of Ukrtelekom OJSC to raise the level of minimal pension provision).

 

The Verkhovna Rada of Ukraine rejected the bill (67 votes).

 

People´s Deputy Vasyl Kravchuk presented the bill on amendments to the Law "On the State Budget of Ukraine for 2011" (re financial support of free registration and issue of state acts on the title to land to the citizens of Ukraine).  

 

The Verkhovna Rada of Ukraine rejected the bill (66 votes).

 

The Chairman adjourned the plenary meeting.

 

The next plenary meeting of the ninth session will be held on Thursday, September 8.
