On Tuesday, July 5, Plenary Meetings of the Eighth Session of the Verkhovna Rada of Ukraine of the Sixth Convocation were held

 

Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, informed on the results of work of the Verkhovna Rada of Ukraine during the plenary meetings on June 14-17, 2011.

 

Representatives of the deputy factions read out their proposals, motions, and appeals.

 

BYuT-Batkivshchyna and Our Ukraine-People's Self-Defense Factions insisted that a recess be announced.

 

Arsenii Yatseniuk, representative of Our Ukraine-People's Self-Defense faction drew attention of the presenters to the legal proceedings involving Yu. Tymoshenko, Ex-Prime Minister of Ukraine, and Yu. Lutsenko, Ex-Minister on Internal Affairs of Ukraine.

 

People's Deputies prolonged the afternoon meeting until all the agenda items are scrutinized.

 

The parliamentarians put on the agenda several bills and scrutinized amendments to the bills in the second reading.

 

In the result of the voting the following bills were adopted in entirety: "On Amendments to several Legislative Acts of Ukraine regarding Prevention of Excessive State Regulation in the Sphere of Motor Transportation", "On Amendments to several Legislative Acts of Ukraine regarding Prevention of Excessive State Regulation in the Sphere of Motor Transportation"; "On Amendments to several Laws of Ukraine" (re Strengthening of Regulation in the Sphere of Economic Competition); "On the Peculiarities of Legal Proceedings on Administrative Cases, and Exclusion of Foreigners and Stateless Persons from a Country during the Final Part of the European Football Championship 2012 in Ukraine."

 

The Verkhovna Rada of Ukraine adopted the following bills in the second reading and in entirety:  "On Amendments to several Legislative Acts of Ukraine regarding the Order of Payment for Public Utility Services, and Improvement of these Services"; "On Amendments to the Criminal Code of Ukraine regarding Crimes against Life, Health, Will, Reputation and Dignity of a Person"; "On Amendments to Clauses 43 and 48 of the Mining Law of Ukraine" (re Support of Social Rights of the Families of Deceased Pensioners who receive Social Survivor Pensions).

 

The following bills were recommitted: on amendments to the Code of Criminal Proceedings of Ukraine (regarding status of judicial admission as a fact in evidence in criminal proceedings) and on amendments to clause 17-1 of the Law "On Electric-Power Industry" (regarding improvement of the system of biogas electricity tariff establishment).

 

The People's Deputies rejected the bill on amendments to the Criminal Code of Ukraine regarding strengthening of criminal responsibility for financial fraud.

 

Yurii Miroshnychenko, Representative of Viktor Yanukovych, President of Ukraine, in the Verkhovna Rada, presented the bill "On Amendments to Clause 9 of the Law "On Citizenship of Ukraine" (regarding National Security).

 

Oleh Zarubinskyi, Chairman of the Committee on National Minorities and International Relations, reported on the Committee's decision regarding the presidential bill.

 

The Verkhovna Rada adopted the presidential bill as a basis by 252 votes.

 

Oleh Zarubinskyi, Chairman of the Committee on National Minorities and International Relations, presented the bill on human trafficking counteraction.

 

Valerii Bevz, Chairman of the Committee on Fighting Organized Crime and Corruption, reported on the Committee's decision to recommend the Verkhovna Rada to reject the bill.

 

The bill was adopted as a basis by 313 votes.

 

People's Deputies discussed the following bills: on the Legal Status of Foreigners and Stateless Persons; on Amendments to several Legislative Acts of Ukraine regarding Association of Co-Owners of Multi-Storey Building; on Amendments to the Law "On the All-Ukrainian Program "Drinking Water of Ukraine" for 2006-2020"; on Amendments to the Land and Forestry Codes of Ukraine regarding Protection of Forests; on Amendments to several Laws of Ukraine regarding Rights of People with Disabilities.

 

The bill on the fundamentals of the state policy in the sphere of non-industrial accidents prevention was recommitted.

 

The Chairman adjourned the morning sitting.

 

In the beginning of the afternoon sitting, the parliamentarians scrutinized several bills put on the agenda during the morning sitting.

 

The bill on State Supervision (Control) in the Economic Sector regarding Sole Proprietors and Business Entities eligible for the Simplified System of Taxation, Reporting and Accounting was presented by Yu. Miroshnychenko, People's Deputy of Ukraine.

 

The bill was adopted as a basis by 259 votes.

 

The Verkhovna Rada of Ukraine adopted the Resolution "On the 70th Anniversary of Babyn Yar Tragedy."

 

Yu. Karakai, People's Deputy of Ukraine, presented the bill "On Amendments to the Law of Ukraine "On the List of State-Owned Objects not subject to Privatization" (re shortening the List of Enterprises not subject to Privatization).

 

The bill was adopted by 244 votes.

 

The bill "On Amendments to Several Legislative Acts of Ukraine" (re Strengthening of Control over the Use of Land Resources) was adopted in the first reading.

 

Parliamentarians scrutinized and recommitted the bill on peculiarities of lease or concession of fuel-energy complex objects in state ownership.

 

The Verkhovna Rada of Ukraine adopted the Law "On Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2011" (re Development of Physical Culture and Sports).

 

The parliamentarians passed the Resolution "On Amendments to the Decree "On the Honorary Diploma and Diploma of the Verkhovna Rada of Ukraine" (re making an Application).

 

Inna Emelianova, First Deputy Minister on Justice, presented the bill on the Ultimate Rate of Recovery of Expenses on Legal Assistance.

 

The bill was adopted as a basis by 270 votes.

 

People's Deputies scrutinized two bills on Identification Documents and Documents certifying Citizenship of Ukraine. They were presented by Valerii Konovaliuk, People's Deputy of Ukraine and Inna Emelianova, First Deputy Minister on Justice.

 

The People's Deputy upheld the bill by V. Konovaliuk.

 

The Verkhovna Rada of Ukraine adopted the following bills as a basis: "On Amendment to the Economic Code of Ukraine" (regarding Individuals and Sole Proprietors) and "On the Police" (re Obligations and Rights of the Police while supporting the Licensing System by the Internal Affairs Bodies).

 

The bill "On Amendments to Clause 15 of the Law "On Cinematography" regarding Issue of the State License on Films Sale and Demonstration was adopted in entirety.

 

People's Deputies scrutinized amendments to the Land Code of Ukraine regarding harmonization with the Code of Ukraine on Mineral Resources) and adopted the respective bill in entirety.

 

Oleh Zarubinskyi, People's Deputy of Ukraine, presented the bill on prevention of age discrimination in Ukraine.

 

Viktor Taran, First Deputy Chairman of the Committee on Human Rights, National Minorities and International Relations, reported on the Committee's decision to recommend the Verkhovna Rada to adopt the bill as a basis.

 

The bill was rejected (95 votes in favor).

 

The parliamentarians rejected the bill on amendments to several legislative acts of Ukraine due to adoption of the Law "On Licensing System in the Sphere of Economic Activity."

 

People's Deputies discussed two bills on amendments to clause 116 of the Law "On the Standing Orders of the Verkhovna Rada of Ukraine" regarding drafting of the bills. The bills were presented by their authors Natalia Korolevska and Yurii Karmazin. In the result of the voting both bills were rejected.

 

People's Deputies scrutinized and rejected the bill on amendments to certain legislative acts of Ukraine regarding administrative justice.

 

At the end of the afternoon sitting, the parliamentarians discussed the bill on amendments to the Law "On Motor Transport" (re Regulation of International Road Transport). The bill was presented by Volodymyr Kaplienko, People's Deputy of Ukraine.

 

Mykhailo Myronenko, Chairman of the Committee on Transport and Connections, announced that the Committee recommends the Verkhovna Rada to adopt the bill in the first reading.

 

The Verkhovna Rada adopted the bill as a basis by 235 votes.

 

The Chairman adjourned the afternoon sitting.

 

The next plenary meeting of the eighth session will be held on Wednesday, July 6.
