PLENARY MEETINGS OF THE EIGHTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, JUNE 16

 

Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, opened the morning plenary meeting. He briefed on the results of work of the Verkhovna Rada at the plenary meeting on June 15.

 

BYuT-Batkivshchyna and Our Ukraine-People´s Self-Defense Factions demanded that a recess be announced or the floor be given to them.

 

Ivan Kyrylenko, Head of BYuT-Batkivshchyna Faction, read out the appeal of the faction to the authorities with a request to implement the resolution of the European parliament on the case of Yulia Tymoshenko and other members of the former government.  

 

The Verkhovna Rada dismissed Yurii Plaksiuk from the office of the Head of the National Television and Radio Broadcasting Council of Ukraine by the Order of the President of Ukraine. O.V.Kurdinovych was appointed Head of the National Television and Radio Broadcasting Council of Ukraine. Respective resolutions were passed by 258 and 277 votes respectively.

 

The People´s Deputies rejected the draft resolutions on holding of the parliamentary hearings "On the Current Condition and Prospective Development of Relations between the State and Confessions in Ukraine" and "Energy Strategy of Ukraine and the Issue of Safety of Nuclear Power Engineering after the Nuclear Meltdown in Japan."   

 

The parliament members put on agenda the bills on amendments to the Law "On the Principles of Functioning of the Natural Gas Market" (re Gas Producing Enterprises), and on remedial bank.

 

Several bills were scrutinized in the second reading.

 

The following laws were adopted: on Amendments to several Legislative Acts of Ukraine to enhance the Procedure of the Title to Land Certification; on Amendments to the Law "On Veterinary Medicine" (re Production and Circulation of Veterinary Medicine); on Amendments to several Legislative Acts of Ukraine regarding Establishment and Activity of Farm Enterprises; on Amendments to several Laws of Ukraine regarding the Activity of Research Parks; on Amendments to Clause 1 of the Law "On Protection of Childhood" (re Families with Many Children); on Amendments to Several Laws of Ukraine (re Procedure of granting Aid to the Families with Children and Low-Income Sections of the Population, and Strengthening of their Social Security).

 

The followings bills were also adopted in entirety as laws: on Registration and Technical Inventory of the Objects of Immovable Property, the Title to which is subject to State Registration; on Amendments to Clause 48 of Mining Code of Ukraine (re Social Security of the Personnel of the Coal-Mining Enterprises); on Amendments to Several Legislative Acts of Ukraine in connection with the Ratification of the Second Additional Protocol to the European Convention on Mutual Assistance in Criminal Matters; on the Council of Ministers of the Autonomous Republic of Crimea; on the Management of State Property in the Defense Industry Sector.

 

The laws on Amendments to the Code of Ukraine on Administrative Infringements (re Strengthening of Responsibility for Pollution of Forests), and on Support of the Fiscal Measurement of Natural Gas were repeatedly scrutinized and adopted adjusted for the motions of the President of Ukraine.

 

The People´s Deputies corrected deficiencies in the text of the Law "On Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2011" adopted on June 14.

 

First Deputy Head of the Budget Committee Vladyslav Lukianov presented the bill on amendments to the Budget Code of Ukraine and several other legislative acts of Ukraine.

 

The Verkhovna Rada adopted the bill in the first reading.  

 

Minister of Public Health Oleksandr Anishchenko presented the bill on Amendments to the Fundamentals of Health Laws of Ukraine regarding Improvement of Medical Assistance.

 

The bill was adopted as a basis by 306 votes.

 

People's Deputies scrutinized the bill on the reform of healthcare system in Vinnytsia, Dnipropetrovsk, and Donetsk regions and in Kyiv.

 

The parliamentarians adopted the bill by 245 votes.

 

The People's Deputies rejected the bill on amendments to several legislative acts of Ukraine (re authorities of the Scientific-Consultative Council under the Supreme Court of Ukraine).

 

Having scrutinized the bills on economic unions and on state and public economic unions, submitted by the Cabinet of Ministers and People's Deputy of Ukraine K. Liapina respectively, the People's Deputies upheld the decision of the specialized committee on economic policy and recommitted both bills.

 

The parliamentarians scrutinized the governmental bill "On Amendments to the Tax Code of Ukraine and Several Legislative Acts of Ukraine regarding Simplified Taxation System, Reporting and Accounting of Small Business Entities" and alternative bills submitted by People's Deputies of Ukraine N. Korolevska and A. Yatseniuk.

 

The Verkhovna Rada adopted the governmental bill by 258 votes.

 

The Chairman adjourned the morning sitting.

 

During the afternoon sitting the People's Deputies scrutinized three bills on pension reform in Ukraine.

 

The governmental bill "On Legislative Support of the Pension Reform" was presented by Serhii Tihipko, Deputy Prime Minister Minister of Social Policy.

 

In the result of the voting the parliamentarians adopted the above-mentioned bill by 245 votes.

 

V. Lytvyn announced that People´s Deputy Valerii Borysov left Our Ukraine-People's Self-Defense faction and joined the Party of Regions.

 

BYuT-Batkivshchyna and Our Ukraine-People's Self-Defense factions insisted that a recess be announced. Head of Our Ukraine-People's Self-Defense faction read out the declaration criticizing the governmental bill on legislative support of pension reform in Ukraine, which was adopted in the first reading.

 

Report of the Temporary Inquiry Panel of the Verkhovna Rada of Ukraine set up to investigate Circumstances of Signing of Gas Contracts between National Joint - Stock Company "Naftogaz of Ukraine" and OJSC "Gazprom" regarding Acts of Treason in the Sphere of the Economic Security of Ukraine was presented by Inna Bohoslovska, Chair of the Temporary Inquiry Panel.

 

The Verkhovna Rada of Ukraine passed the Resolution "On Preliminary Report of the Temporary Inquiry Panel of the Verkhovna Rada of Ukraine to investigate Circumstances of Signing of Gas Contracts between National Joint - Stock Company "Naftogaz of Ukraine" and OJSC "Gazprom" regarding Acts of Treason in the Sphere of the Economic Security of Ukraine. The work of the Panel is prolonged; the next report shall be submitted by March 17, 2012.

 

V. Lytvyn, Chairman of the Verkhovna Rada, adjourned the afternoon sitting.

 

The next plenary meeting shall be held on Friday, June 17.
