ON TUESDAY, APRIL 19, PLENARY MEETINGS OF THE EIGHTH SESSION OF THE VERKHOVNA RADA OF THE SIXTH CONVOCATION WERE HELD

 

Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, informed about the tragic death of People's Deputy of Ukraine of Fourth, Fifth and Sixth Convocations, member of the Committee on Budget, member of the Party of Regions Mykola Lisin.

 

People's Deputies observed a one-minute silence.

 

The Chairman informed about the results of work of the Verkhovna Rada of Ukraine during the plenary meetings on April 5-8, 2011.

 

The People's Deputies read their inquiries and motions.

 

The parliament members corrected deficiencies in the texts of the adopted Laws of Ukraine, namely, in the Law "On Medicine" (regarding import of medical drugs), "On Amendments to the Law of Ukraine" "On State Social Aid to the Citizens Non-Eligible to Pension and People with Disabilities" (regarding state social aid to the war veterans).

 

The People's Deputies amended the schedule of the eighth session, whereby on May 10, the People's Deputies will work in the districts, committees, panels and factions, while on May 11 the Conciliative Council, morning sitting and parliamentary hearings will be held.

 

The parliamentarians put several bills on the agenda.

 

BYuT-Batkivshchyna and Our Ukraine People's Self-Defense Factions insisted on break in the sitting. R. Zabzaliuk, BYuT-Batkivshchyna faction representative, reminded that on April 29, 2010 the "Kharkiv Agreements" were signed.

 

BYuT-Batkivshchyna insisted on immediate reduction of gas prices for the public and setting up of the interim inquiry panel to investigate anti-constitutional signing of Kharkiv agreements and their forced ratification in the Verkhovna Rada. "If the Panel finds the legislative infringements, BYuT will insist on canceling the agreements", emphasized R. Zabzaliuk.

 

People's Deputies scrutinized several bills in the second reading.

 

The Verkhovna Rada adopted the following bills: "On Amendments to Clause 121 of the Code of Laws on Labour of Ukraine" (re Guarantees and Compensations during the Business Trips); "On Amendments to the Law "On State Regulation of Production and Circulation of Ethyl Alcohol, Cognac and Fruit Alcohol, Alcohol Beverages and Tobacco Goods" (re Import and Export of Alcohol); on Amendments to several Laws of Ukraine (re Transactions with Property of the Minors and Counteraction to Corruption by the Issue of Permits by the Guardianship and Wardship Authority); "On Amendments to Clause 21 of the Law "On Advertising" (re Warning against Self-Treatment to accompany the Advertisements of Medicine); "On Volunteering."

 

The bill on amendments to certain legislative acts of Ukraine regarding insider information was recommitted.

 

The People's Deputies passed the Resolution "On Borders of Lubomyl Town of Lubomyl District of Volyn Region."

 

The bill on court fees was presented by Valerii Pysarenko, People's Deputy of Ukraine.

 

Yurii Karmazin, Chairman of the Subcommittee of the Committee on Finance, Banking, Taxation and Customs Policy reported on the Committee's decision to recommend the Verkhovna Rada to adopt the bill as a basis.

 

The bill was recommitted by 238 votes.

 

People's Deputies scrutinized four bills on amendments to the Tax Code of Ukraine and legislative acts of Ukraine (regarding improvement of the norms of the Tax Code of Ukraine).

 

Valerii Khomutynnik, Chairman of the Committee on Finance, Banking, Taxation and Customs Policy suggested that the People's Deputies should unite most feasible proposals in one bill not to amend the Tax Code weekly.

 

The subject Committee recommended the Parliament to adopt the bill as a basis, considering the proposals of other bills.

 

One of the alternative bills was presented by Natalia Korolevska.

 

In the result of the voting, the bill Reg. No.8217 was adopted as a basis. The bill by N.Korolevska was rejected.

 

The bill on local referendum was presented by Inna Emelianova, First Deputy Minister of Justice.

 

Serhii Podhornyi, Chairman of the Committee on State Building and Local Self-Government, reported on the Committee's decision to recommend the Verkhovna Rada to adopt the bill as a basis.

 

The bill was adopted by 235 votes.

 

The Verkhovna Rada adopted the following bills as a basis: "On Amendments to several Laws of Ukraine" (re Strengthening of Regulation in the Sphere of Economic Competition Protection); on Amendments to Clause 9 of the Law "On Medicine" (re Harmonization of the Medicine Registration Order with the International Standards); "On Responsibility for the Damage inflicted due to the Product Defect."

 

The Verkhovna Rada of Ukraine adopted the Laws "On declaring Natural Sites of Sloviansk City of Donetsk Region a State Resort" and "On Responsibility for the Damage inflicted due to the Product Defect"

 

Chairman adjourned the morning sitting.

 

During the afternoon sitting the People's Deputies scrutinized the bills in the first reading. The bill "On Amendments to Legislative Acts of Ukraine regarding Special-Purpose Bonds" was adopted as a basis.

 

Parliamentarians scrutinized two bills on amendments to the Law "On State Awards of Ukraine" (regarding introduction of the title of honor "City of Military Glory") and on the title of honor of Ukraine "City of Military Glory."

 

In the result of the voting both bills were recommitted.

 

The bill on amendments to the Law "Fundamentals of the Social Protection of Labour Veterans and other Citizens of Elderly Age" (regarding "Labour Veteran" status) was presented by Valentyn Matveev, People's Deputy of Ukraine. The bill was rejected.

 

The People´s Deputies rejected the bill on amendments to certain Laws of Ukraine on taxation matters and other legislative acts of Ukraine regarding regulation of certain operations (31 vote); on amendments to clause 13 of the Law "On Children Recreation and Health Improvement" (regarding children with disabilities) (107 votes); on amendments to the Law "On Motor Vehicles" and certain Laws of Ukraine regarding transport industry (11 votes).

 

The Verkhovna Rada of Ukraine adopted the bill on Amendments to the Law "On Tourism" (re Information Support of Tourist Industry).

 

The Verkhovna Rada passed the Resolution "On Decree of the Verkhovna Rada of Ukraine" "To the 65th Anniversary of Nuremberg Trial against Fascist Criminals."

 

The People´s Deputies scrutinized three bills on amendments to the Law "On Notarial System" and recommitted all of them.

 

The People's Deputies upheld the decision of the subject committee and recommitted four bills on advocacy.

 

Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine, adjourned the afternoon sitting.

 

The next plenary meeting of the eighth session will be held on Wednesday, April 20.
