ON THURSDAY, APRIL 21, PLENARY MEETINGS OF THE EIGHTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD

Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, informed about the results of work of the Verkhovna Rada of Ukraine during the plenary meetings on April 20, 2011.

BYuT-Batkivshchyna and Our Ukraine People's Self-Defense Factions insisted on break in the sitting.

 

Yurii Odarchenko, representative of BYuT-Batkivshchyna faction, stated, "Another opposition day started with cynical mockery on part of the majority. Our faction is perfectly aware of the importance of reforms, although we will support reforms that make people's life easier. Now you are implementing reforms at the expense of the citizens."

 

The People's Deputies called on his colleagues from the majority "to remedy the situation and stop chaos in the country."

 

The Verkhovna Rada terminated the authorities of M.P. Lisin, People´s Deputy of Ukraine because of his death.

 

The People's Deputies scrutinized amendments in the second reading. In the result of the voting the following bills were adopted in entirety: "On Amendments to several Legislative Acts regarding Enhancement of the Licensing System in the Economic Sector"; "On Amendments to several Legislative Acts of Ukraine regarding Introduction of the Principle of State Registration of Legal Entities under Model Statute"; "On Amendments to several Legislative Acts of Ukraine regarding Simplification of the Enterprise Initiation"; "On Amendments to the Laws "On Economic Associations" and "On Securities and the Stock Market" regarding Disclosure of Information in the Stock Market; "On Amendments to several Laws of Ukraine regarding Mortgage Bonds."

 

The Verkhovna Rada adopted the following bills in entirety: "On Amendments to the Law of Ukraine "On Ratification of the Nationwide Mineral Resources Base Development Program of Ukraine for the Period till the Year 2030";"On Amendments to several Legislative Acts of Ukraine regarding Lease Relations"; "On Amendments to Clause 9 of the Law "On Professional Artists and Artistic Unions" regarding the Priority Right of the Artistic Unions to conclude the Agreement on the Lease of Premises in State or Municipal Ownership; "On Amendments to Clause 8 of the Law "On Labour Remuneration" (re Regulation of Salary Fund of the Employees of Enterprises-Monopolists); "On Amendments to Clause 23 of the Law "On the Local State Administrations" (re Authorities of the Local State Administrations); "On Amendments to the Law of Ukraine "On Auditing" (re Improvement of Certain Provisions); "On Amendments to the Law "On Privatization of Small State-Owned Enterprises (Small Privatization)" (re Prohibition of Privatization of Premises of the Libraries, Book Shops and State-Owned Publishing Houses); "On Amendments to the Law of Ukraine "On Auditing" (re Improvement of Certain Provisions); "On Amendments to the Law "On Promotion of Regional Development" (re Expansion of the Groups of Depressed Areas, and Conversion to this Status).

 

In the result of the voting the following bills were rejected: on amendments to the Law "On Political Parties in Ukraine" (regarding parties reports for election programs) and on amendments to the Criminal Code of Ukraine and Code of Criminal Procedure of Ukraine regarding order of dog walking.

 

The parliamentarians scrutinized a number of draft resolutions on appointment and dismissal of judges.

The People's Deputies continued to scrutinize the bills in the second reading, adopting the following bills: "On Amendments to the Law "On Securities and Stock Market" (re Financial Monitoring of the Activity of the Securities Market Professionals); "On Amendments to Clause 1 of the Law "On the Compulsory State Social Unemployment Insurance"; "On Organic Production"; "On Amendments to the Law "On Wildlife" (re Scientific Research of Wildlife Protection).

 

The following bills were recommitted: on amendments to the Criminal Code of Ukraine (regarding crimes against life, health, freedom and dignity of an individual); on amendments to the clause 48 of the Mining Law of Ukraine (regarding social guarantees for the miners); on amendments to the clause 19 and 43 of the Law "On Work Safety" (regarding penal sanctions).

 

 

The following bills were rejected: on amendments to certain legislative acts of Ukraine (regarding social guarantees for miners); on amendments to certain Laws of Ukraine (regarding mining enterprises); on amendments to certain Laws of Ukraine (regarding mortgage charge).

 

In the end of the morning sitting the People's Deputies scrutinized a number of bills in the first reading.

 

In the result of the voting the People's Deputies adopted the Bill "On Amendments to several Legislative Acts of Ukraine regarding Accounting" and the Bill on Amendments to several Legislative Acts of Ukraine regarding Regulation of Functions of the State Power Industry Supervision Authorities.

 

Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine adjourned the morning sitting.

During the afternoon sitting the People's Deputies continued to scrutinize the issues on the agenda.

 

The bill "On Amendments to Supplement No 3 of the Law of Ukraine "On the State Budget of Ukraine for 2011" (re assigning the State Environmental Investment Agency as a Chief Budget Administrator) was presented by Deputy Minister on Finance Yurii Shevchenko.

 

The Verkhovna Rada adopted the bill as a basis and in entirety by 250 votes.

 

The parliamentarians scrutinized and adopted the bill "On Amendments to the Tax Code of Ukraine regarding Tax Liabilities of UEFA" by 266 votes.

 

Petro Melnyk, People's Deputy of Ukraine, presented the bill "On Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2011" (re Financial Support of Public Road System).

 

The bill was adopted as a basis by 256 votes.

 

Yurii Shevchenko, Deputy Minister on Finance, presented the bill on Amendments to the Tax Code of Ukraine and Approval of Rates of Export Duty on Particular Sorts of Cereal Crop.

 

In the result of the voting the bill was adopted as a basis by 236 votes.

The Verkhovna Rada adopted the following bills as a basis: on Amendments to several Legislative Acts of Ukraine regarding Strengthening of Responsibility of the Officials of Public Authorities and Local Self-Government Bodies; on Amendments to Several Laws of Ukraine regarding Regulation of Markets of Financial Services; on Amendments to several Legislative Acts of Ukraine (regarding Strengthening of Organizational-Legal Principles of Crime Control and Corruption Counteraction).

 

The parliamentarians scrutinized and adopted the bill "On Commemoration of Victory in the Great Patriotic War of 1941-1945" (re Official Use of Copies of Victory Banner).

 

Hryhorii Omelchenko, Chairman of the Subcommittee of the Committee on Fighting Organized Crime and Corruption, presented the bill "On Amendments to several Legislative Acts regarding Arrest of Assets connected with Terrorism Support and Financial Operations terminated by the Order based on the UN Security Council Resolutions, and Order of Access to such Assets."

 

The bill was adopted as a basis by 274 votes.

 

The parliamentarians scrutinized amendments to the bill "On Amendments to certain Legislative Acts of Ukraine regarding Prevention of Legalization (Laundering) of Illegally Obtained Income" and adopted the latter in entirety.

 

The Verkhovna Rada passed the following Resolutions: "On Celebration of the 75th Anniversary of the Institute of History of Ukraine under the National Academy of Sciences of Ukraine"; "On Foundation of the State Museum-Archive of Folk Culture of Ukrainian Polissia"; "On Celebration of the 70th Anniversary of Guerilla Movement in Ukraine" and several resolutions on the celebration of anniversaries and memorable dates.

 

The Chairman adjourned the afternoon sitting.

 

The next plenary meeting of the eighth session will be held on Friday, April 22.
