ON TUESDAY APRIL 5, PLENARY MEETINGS OF THE EIGHTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD

 

Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine opened the plenary meeting and informed about the results of work of the Verkhovna Rada of Ukraine during the plenary meetings on March 15-18, 2011.

 

The Chairman announced setting up of the inter-parliamentary deputy union "Youth Choice" that includes 24 People´s Deputies.

 

The People´s Deputes read out their proposals, inquires and remarks.

 

"BYuT-Batkivshchuna" and "Our Ukraine-People´s Self-Defense" factions addressed the Chairman with a request to announce the recess in the meeting to hold consultations. Representative of "BYuT -Batkivshchuna" Vasyl Kravchuk focused on the murder of A. Yakhiev, head of "Adams" joint stock company, honored industry worker of Ukraine in Khmelnytskyi on April 2.

 

V. Kravchuk declared, "This murder is a tragic signal for all Ukrainian business."

 

The bill on Transfer, Expropriation or Confiscation of Property under the Conditions of a Legal Regime of Martial Law or the State of Emergence was presented by Leonid Efimenko, Head of the State Registration Service.

 

The Chairman of the Sub-committee on Economic Policy reported on the Committee´s decision to recommend the Parliament to adopt the bill in the first reading.

 

The People´s Deputies upheld the decision of the subject Committee by 258 votes and adopted the bill as a basis.

 

The governmental bill on produce of military equipment was presented by Volodymyr Bandurov, Deputy Minister of Economic Development and Trade.

 

Anatolii Kinakh, Chairman of the Subcommittee on National Security and Defense, reported on the Committee´s decision to recommend the Verkhovna Rada to recommit the bill.

 

In the result of the voting, the bill was recommitted by 263 votes.

 

The Verkhovna Rada adopted the following bills as a basis and in entirety: "On Amendments to Clause 19 of the Decree of the Cabinet of Ministers of Ukraine "On Standardization and Certification" regarding Methodology of Calculating the Cost of Works connected with the Compulsory Certification of Production"; "On Amendments to Clause 19 of the Law "On Common Customs Tariff" (re Taxation of Imported Goods for Publishing).

 

People´s Deputies adopted the following bills as a basis - on Amendments to Clause 1 of the Law "On the Compulsory State Social Unemployment Insurance"; on Amendments to Several Laws of Ukraine (re Procedure of granting Aid to the Families with Children and Low-Income Sections of the Population, and Strengthening of their Social Security).

 

The parliamentarians scrutinized and recommitted the bill on gardeners' partnerships.

 

The Verkhovna Rada of Ukraine adopted the bill on Amendments to the Code of Criminal Procedure of Ukraine (regarding Right to Defense Protection of the Suspected and the Accused Persons and the Defendant).

 

In the result of the voting the following bills were rejected: on amendments to the Code of Ukraine on Administrative Infringements regarding liability of infringements of public order in the course of the sport and other cultural events; on Law and Order Service of the Ministry on Internal Affairs of Ukraine; on recommendation at the expense of the state of material loss to the individual persons-crime victims; on amendments to the clause 36 of the Law "On Compulsory State Retirement Insurance"; on amendments to certain  Laws of Ukraine regarding pension insurance for pilot crew of civil aviation.

 

The bill on Amendments to several Laws of Ukraine regarding Strengthening of Laws on the Ban on Gambling in Ukraine was presented by Natalia Korolevska, Chairperson of the Committee on Industrial and Regulatory Policy and Entrepreneurship.

 

The Verkhovna Rada adopted the bill as a basis by 289 votes.

 

Oleksandr Lavrynovych, Minister of Justice of Ukraine, presented the motions of the President of Ukraine to the Law "On Amendments to several Legislative Acts of Ukraine regarding Migration."

 

Yurii Hnatkevych, Chairman of the Subcommittee on Human Rights, National Minorities and International Relations, reported on the Committee´s decision to recommend the Verkhovna Rada to adopt the Law with the motions of the Head of State.

 

The Verkhovna Rada adopted the Law adjusted for the motions of the President of Ukraine.

 

The Chairman adjourned the morning sitting.

 

The parliamentarians repeatedly scrutinized the Law "On Amendments to the Law of Ukraine "On Use of Amnesty in Ukraine" and other Legislative Acts of Ukraine" adjusted for the motions of the President of Ukraine.

 

Yurii Miroshnuchenko, representative of the President of Ukraine in the Verkhovna Rada, presented the President´s motions.

 

First Deputy Chairman of the Committee on Legislative Support of Law Enforcement Volodymyr Oliynyk reported on the Committee´s decision to recommit the bill.

 

The Verkhovna Rada upheld the Committee´s decision by 257 votes.

 

The bill on amendments to several legislative acts of Ukraine regarding improvement of licensing procedures was presented by Ksenia Liapina, Deputy Chairperson of the Committee on Industrial and Regulatory Policy and Entrepreneurship.

 

The bill was adopted by 232 votes.

 

The Verkhovna Rada of Ukraine scrutinized the bill "On Amendments to Item 3 of Chapter VI "Final and Transitional Provisions" of the Budget Code of Ukraine" (re International Project "Cyclone-4")

 

V. Baranov reported on the Committee´s decision to recommend the Verkhovna Rada to adopt the bill as a basis and in its entirety.

The parliamentarians scrutinized the draft resolution "On the Newspaper of The Verkhovna Rada of Ukraine "Holos Ukrainy."

 

The Verkhovna Rada passed the Resolution by 304 votes.

 

The People´s Deputies passed the Resolution "On Celebration of the 140th Anniversary of Birth of Vasyl Stefanyk."

 

The parliamentarians scrutinized and adopted several draft resolutions on recommendations of the parliamentary hearings: "State of Pension Reform and Ways of Its Improvement"; "Legislative Support and State of Observance of Child Rights in Ukraine"; "Modern State and Topical Tasks to eliminate Consequences of the Chornobyl Disaster."

 

The draft resolution on recommendations of the parliamentary hearings on children and youth recreation and health improvement were rejected.

 

The Verkhovna Rada of Ukraine passed the following Resolutions: "On Declaration of the Verkhovna Rada of Ukraine "On Cooperation between Ukraine and the European Union on Visa Regime"; "On Special Report of Ombudsperson of the Verkhovna Rada of Ukraine "On Observance of Children Rights in Ukraine"; "On Annual Report of the Ombudsperson of the Verkhovna Rada of Ukraine regarding Observance and Protection of Human Rights in Ukraine".

 

Draft resolution on amendments to the Resolution of the Verkhovna Rada of Ukraine "Om Moratorium on Closing of Secondary Education Establishments in Rural Areas" was rejected.

 

The First Deputy Chairman of the Verkhovna Rada of Ukraine Adam Martyniuk adjourned the afternoon meeting.

 

The next plenary meeting of the eighth session will be held on Wednesday, April 6.
