PLENARY MEETINGS OF THE EIGHTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, MARCH 15

 

In the beginning of the morning plenary meeting, the People´s Deputies observed one minute´s silence in remembrance of the victims of the earthquake in Japan.  

 

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, reported on the results of work of The Verkhovna Rada of Ukraine at the plenary meetings on March 1-4, 2011.

 

V.Lytvyn announced setting up of an inter-faction deputy association "European Choice" headed by People´s Deputies A.Kinakh and V.Pliushch.  

 

Representatives of the deputy factions presented their appeals, announcements, and motions.  

 

The Verkhovna Rada of Ukraine passed the Resolution "On Listening to the Report of Oleksandr Riabchenko, Head of the State Property Fund of Ukraine, on Privatization of the State-Owned Facilities in the Years of 2010-2011."

 

The People´s Deputies adopted the bill on the Fundamentals of Corruption Counteraction in Ukraine (except Specific Clauses and Chapters) in the second reading.

 

Minister of Finance Fedir Yaroshenko presented the report on the implementation of the State Budget of Ukraine for 2010.

 

Fedir Yaroshenko addressed the People´s Deputies with a request to ratify the report of the Cabinet of Ministers.

 

Chairman of the Budget Committee Valerii Baranov stated that the Government managed to stabilize the socio-economic situation in Ukraine, providing real budget indices.

 

Head of the Accounting Chamber Valentyn Symonenko dwelled upon the budgetary policy in the previous year, and the issues concerning implementation of the State Budget in 2011.

 

Representatives of the deputy factions discussed the report of the Cabinet of Ministers. Members of the deputy factions of the Party of Regions, the Communist Party of Ukraine, and the People´s Party positively assessed the report and activity of the Government.

 

Representatives of the deputy factions of "BYuT-Batkivshchyna" and "Our Ukraine-People´s Self-Defense" stated that implementation of the State Budget of Ukraine had failed.

 

The Verkhovna Rada of Ukraine passed the Resolution "On Report on the Implementation of the Law of Ukraine "On the State Budget of Ukraine for 2010."

 

In the end of the morning plenary meeting, the People´s Deputies corrected the deficiencies in the adopted Law "On Amendments to several Legislative Acts of Ukraine regarding Enhancement of Land Management in the Territory of the Autonomous Republic of Crimea" (Reg. No. 7035).  

 

The Chairman adjourned the morning plenary meeting.

 

The bill on amendments to certain legislative acts of Ukraine regarding optimization of the budget process and strengthening of liability for use of budget funds was rejected.

 

The People´s Deputies scrutinized a number of bills in the second reading.

 

Having scrutinized all the amendments, the Parliamentarians adopted the following bills in the second reading and entirety: "On Amendments to the Law "On the Legal Treatment of Property of the Armed Forces of Ukraine" (re Streamlining of Military Property Utilization); "On Amendments to Clause 38 of the Law of Ukraine "On Veterinary Medicine" (re Re-Registration and Issue of the Permit Copy); "On Amendments to the Law "On State Social Aid to the Persons not entitled to Pension, and the Persons with Disabilities" (re State Social Assistance for the Disabled War Veterans); "On Electric Power Engineering" (re Enhancement of Legislation on Electric Power Engineering concerning Determination and Delineation of Responsibility of Subjects); "On Amendments to the Law "On Implementation of Resolutions and Use of Practice of the European Court for Human Rights"; "On Amendments to Clause 143 of the Family Code of Ukraine" (regarding Obligation of a Father to take a Child from the Maternity Home); "On Amendments to several Legislative Acts of Ukraine regarding State Social Aid to the Low-Income Families and Persons with Disabilities"; "On amendments to Clause 2 of the Law "On Insurance" (re Abolition of the Requirement for Re-Insurance only in the WTO Member States).

 

In the result of the voting the People´s Deputies rejected the bill on amendments to the Law "On Stimulation of Development of the National Mechanic engineering for the Purposes of Agricultural Complex" (regarding additional measures to produce modern competitive agricultural equipment).

 

Scrutiny of the bill on amendments to the Law "On Licensing System in the Sphere of Business Activity" (regarding reissuance, issuing of duplicates and cancellation of licensing documents) was postponed.

 

The People´s Deputies scrutinized two bills on regulation of the effective legislation in the sphere of public procurement.

 

The Governmental bill on amendments to several legislative acts of Ukraine regarding public procurement was presented by Oleksandr Sukhomlyn, Deputy Minister of Economics.

 

Alternative bill was presented by the People´s Deputy of Ukraine Ostap Semerak.

 

Chairman of the Sub-committee on Economic Policy Oleksii Plotnikov reported on the Committee´s decision to recommend the Verkhovna Rada to adopt the governmental bill as a basis.

 

The Verkhovna Rada adopted the bill submitted by the Cabinet of Ministers as a basis by 254 votes.

 

The bill "On Amendments to Clause 4 of the Law "On the Order of Departure from Ukraine and Entry to Ukraine of the Citizens of Ukraine" (re execution of documents for departure from the country) was presented by Ruslan Demchenko, First Deputy Minister of Foreign Affairs.

 

Taras Chornovil, First Deputy Chairman of the Committee on Foreign Affairs, reported on the Committee´s decision to adopt the bill in entirety.

 

The People´s Deputies upheld the proposal of the subject Committee and adopted the bill in entirety by 289 votes.

 

The Parliamentarians scrutinized and adopted the bill "On Amendments to the Clause 17 of the Law "On Pharmaceutical Products" (regarding import regulations for pharmaceutical products).

 

The Chairman adjourned the afternoon sitting.

 

The next plenary meeting of the eighth session will be held on Wednesday, March 16.
