PLENARY MEETING OF THE EIGHTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON TUESDAY, 15 FEBRUARY
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the morning plenary meeting. He reported on the results of work of The Verkhovna Rada of Ukraine at the plenary meetings on February 1-4, 2011.
Representatives of the deputy factions presented their motions, appeals and announcements.
The People´s Deputies greeted the soldiers-internationalists on the 22nd anniversary of Soviet troops withdrawal from the territory of Afghanistan.
Serhii Andros, Anatolii Stepanenko, Volodymyr Lytvynov, Vasyl Yevtukhov, Pavlo Soltus, Ihor Zvarych, Stanislav Berezkin and Volodymyr Leshchenko took the oath of a People´s Deputy of Ukraine before the Verkhovna Rada of Ukraine.
The Chairman announced that People´s Deputy Volodymyr Leshchenko joined the CPU faction, while People´s Deputies Serhii Andros, Anatolii Stepanenko, Volodymyr Lytvynov, Vasyl Yevtukhov, Pavlo Soltus, and Ihor Zvarych joined the Party of Regions Faction.
The parliament members put the following bills on the agenda of the eighth session: on amendments to the Resolution of The Verkhovna Rada of Ukraine "On Celebration of the 140th Anniversary of Birth of Lesia Ukrainka (Larysa Petrivna Kosach-Kvitka), Prominent Ukrainian Poetess and Public Figure", and on honouring the liquidators of consequences of Chornobyl disaster on the occasion of the 25th anniversary of Chornobyl disaster.
The People´s Deputies scrutinized the Law "On Ratification of the European Convention on the Adoption of Children (revised)", and adopted it by 288 votes.
The Verkhovna Rada adopted the following Laws: "On Amendments to the Law of Ukraine "On Accession of Ukraine to the Protocol on Amendments to the International Convention on Simplification and Harmonization of Customs Procedures"; "On Accession of Ukraine to the OECD Seed Schemes."
The following international acts were ratified: the Convention of the International Labour Organization No. 174 of 1993 concerning Prevention of Major Industrial Accidents; the Convention of the International Labour Organization No. 176 of 1995 concerning Safety and Health in Mines; the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Croatia on Merchant Shipping; the Agreement between the Cabinet of Minister of Ukraine and the Government of the Federative Republic of Brazil on Air Transport.
A.Martyniuk, First Deputy Chairman of The Verkhovna Rada of Ukraine, announced that People´s Deputy Ivan Pliushch left "Our Ukraine-People´s Self-Defence" Faction.
The People´s Deputies scrutinized the bill on Amendments to several Laws of Ukraine regarding Regulation of Banking, adopting it as a law by 230 votes.
Minister of Defence Mykhailo Yezhel presented the bill on Amendments to Clause 9 of the Law "On commissioning the Units of the Armed Forces of Ukraine to Foreign Countries" (re Manning of the Units).
The bill was adopted as a basis and in its entirety by 295 votes.
The Parliament members scrutinized the bill on amendments to the Law "On the Promotion of Development of the National Agricultural Engineering" (re budgetary appropriations to support the national agricultural engineering), referring it to adjustment.
The People´s Deputies greeted the members of the delegation of the Polish Sejm and Senate headed by Jerzy Wenderlich, Deputy Marshal of the Sejm of the Republic of Poland, who were taking part in the 5th sitting of the Inter-Parliamentary Assembly of Ukraine and the Republic of Poland.
People´s Deputy Anatolii Semynoha presented the bill on amendments to several laws of Ukraine regarding specification of the procedure of setting up an association of co-owners of an apartment building.
The bill was referred to adjustment.
Scrutiny of the following bills was postponed: on amendments to Clause 210 of the Criminal Code of Ukraine regarding strengthening of criminal responsibility for the violation of budget laws, and on amendments to the Law "On Operational-Investigative Activity" (re strengthening of human rights protection).
People´s Deputy Serhii Mishchenko presented the bill on Amendments to Clause 217 of the Code of Criminal Procedure of Ukraine (re the Duties of the Investigator).
The Verkhovna Rada adopted the bill in the first reading and in its entirety by 329 votes.
The following bills were rejected: on amendments to the Criminal Code of Ukraine (re attenuating circumstances by assignment of punishment), and on amendments to clause 1 of the Law "On Pensions for the Special Services to Ukraine" (re personal pensions).
People´s Deputy Dmytro Prytyka presented the bill on amendments to several Legislative Acts of Ukraine regarding Improvement of the Work of the Supreme Court of Ukraine.
The bill was adopted as a basis by 238 votes.
The bill on Amendments to several Legislative Acts regarding Regulation of Relations in the Sphere of Television and Telecommunications was adopted in the first reading.
The bill on strengthening of responsibility for the observance of social and labour guarantees of the population, observance of terms of labour remuneration was forwarded for adjustment.
The Chairman announced that People´s Deputy S.Berezkin joined the "BYuT-Batkivshchyna" Deputy Faction.
The following bills were rejected: on amendments to several legislative acts of Ukraine regarding enhancement of social guarantees for the youth, persons with disabilities and other vulnerable social groups; on amendments to clause 7 of the Law "On State Social Aid to the Low-Income Families" (re data); on amendments to the Law "On Telecommunications."
The Chairman adjourned the morning plenary meeting.
The next plenary meeting of the eighth session will be held on Wednesday, 16 February.
