PLENARY MEETING OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON TUESDAY, MARCH 1
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the morning plenary meeting, and reported on the results of work of The Verkhovna Rada of Ukraine at the plenary meetings on February 15-18, 2011.
V.Lytvyn stated that the sitting of the Conciliative Council and the meetings of the heads of factions tackled the issue of working discipline of the parliament members.
The Chairman reminded the People´s Deputies about the compulsory registration before the beginning of morning and afternoon sittings. He addressed the heads of the deputy factions with a request to guarantee individual participation of the People´s Deputies in the votes.
Authorized representatives of the deputy factions presented their appeals, announcements, and proposals.
The bill on Amendments to Chapter XX "Transitional Provisions" of the Tax Code of Ukraine regarding Regulation of Particular Provisions on Export of Commodities by the Producers, and the bill on Amendments to the Law "On the Customs Tariff of Ukraine" (re Rates for Particular Cereal Crops) were put on the agenda of the eighth session.
Deputy Minister of Agrarian Policy and Food Serhii Tryhubenko presented the bill on Amendments to the Law "On Veterinary Medicine" (re Production and Circulation of Veterinary Medicine).
The bill was adopted in the first reading by 244 votes
Deputy Minister of Agrarian Policy and Food Serhii Tryhubenko presented another bill - on Amendments to several Legislative Acts of Ukraine regarding Establishment and Activity of Farm Enterprises. The bill suggests revising the grounds (professional selection, conclusion of the subject panel in charge of establishment of farm enterprises, ample experience in agriculture, a required agricultural qualification) for the right for establishing a farm enterprise and obtaining a land plot for these purposes. The bill was adopted as a basis.
The bill on amendments to several legislative acts of Ukraine regarding strategic economic sectors was rejected.
Ravil Safiulin, Head of the State Department on the Matters of Youth and Sports, presented the bill on Amendments to the Family Code of Ukraine regarding Particulars of Adoption of certain Groups of Children. The bill amends the Family Code of Ukraine concerning improvement of the children adoption, namely, it bans adoption by the individuals requiring outside assistance due to their health conditions; stateless persons married to the citizens deprived of a right to adopt children. The document gives right to adopt a child without parental consent, if its parents failed to take a baby from the health care institution during two months. Furthermore, the bill supplements the list of circumstances when a child who is a citizen of Ukraine can be adopted by a foreign citizen by the end of one-year term of registration in the governmental body in charge of state adoption, and child´s rights protection in case all the brothers and sisters of the child are adopted in one family if they have been registered in the same governmental body for one year.
The bill was adopted as a basis.
Deputy Minister of Economy Iryna Kliuchkova presented the bill on Amendments to Clause 8 of the Law "On Labour Remuneration" (re Regulation of Salary Fund of the Employees of Enterprises-Monopolists). The bill was adopted as a basis by 243 votes.
The bill on Amendments to the Law "On Organization, Authorities and Peculiarities of Legal and Economic Policy of the Property Complex of National Production Agrarian Association "Massandra" was rejected.
Adam Martyniuk, First Deputy Chairman of The Verkhovna Rada of Ukraine, announced that People´s Deputy S.Berezkin left the BYuT-Batkivshchyna Deputy Faction, and joined the faction of the Party of Regions; People´s Deputy Yu.Polunieiev joined the faction of the Party of Regions; People´s Deputy Yu.But left the Faction of Our Ukraine-People´s Self-Defense and joined the faction of the Party of Regions.
The following bills were adopted in the first reading: on Amendments to Clause 56 of the Economic Procedural Code of Ukraine regarding the Order of Submitting a Statement of Claim; on Amendments to the Law "On the Fundamentals of State Supervision (Control) over the Economic Sector" regarding Non-Extension of the Law "On the Fundamentals of State Supervision (Control) over the Economic Sector" onto the State Health and Disease Control, State Supervision over the Quality of Medicine, and Sanitary Supervision; on Amendments to the Law "On State Registration of Legal Entities and Sole Proprietors" (re the Right of an Individual to carry on Business without an Individual Tax Payer Number).
The Verkhovna Rada rejected the bill on financial support of the orphans and children deprived of parental care.
In the end of the afternoon plenary meeting, the People´s Deputies adopted the bill on Amendments to the Law "On Banks and Banking" (re Specificity of Corporate Governance in Banks), and the bill on amendments to the Law "On the National Bank of Ukraine" (re Cash Turnover).
The Chairman adjourned the plenary meeting.
The next plenary meeting of the eighth session will be held on Wednesday, 2 March.
