ON THURSDAY, 17 MARCH, THE PLENARY MEETINGS OF THE EIGHT SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD.
Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine at the beginning of the morning sitting informed on the result of the work of the Verkhovna Rada of Ukraine during the plenary meeting on March 16.
V. Lytvyn announced on entrance of M. Bahraev and V. Pavlenko to the Faction of Party of Regions.
Chairman of the Verkhovna Rada of Ukraine informed parliamentarians that on March 21-22 in there would be held in the Verkhovna Rada of Ukraine 4th sitting of the Trilateral Parliamentary Assembly of Lithuania, Poland and Ukraine. V. Lytvyn addressed the People´s Deputies-members of the Ukrainian Party of the Assembly with the request to participate in the sitting of the Assembly.
"YuTB-Batkivshchyna" and "Our Ukraine-People´s Self-Defense" factions insisted on break in the sitting or giving them the floor to speak.
Ivan Kyrylenko, Head of "YuTB-Batkivshchyna" faction in the course of his speech focused the attention to the fact that on March 14, the material of press conference of A. Pavlovsky, the People´s Deputy of Ukraine, was taken off the air of Rada TV channel. I. Kyrylenko declared that other video materials on press conferences of other factions representatives were transmitted. He is convinced that it is an element of "People´s Deputies division into white and black."
Kyrylenko declared that the faction insisted on immediate scrutiny on the bills on necessity of indexation of wages, pensions and educational scholarships.
Draft resolution on the introduction of ‘a touch key´ for personal voting of the People´s Deputies of Ukraine was reported by Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine.
V. Lytvyn addressed the People´s Deputies with the request to support this bill and adopt the relevant decision, stop its discussion and comply with requirements of the Constitution of Ukraine clause 84, pursuant to which each Deputy is obliged to vote personally.
Volodymyr Makeenko, Chairman of the Parliamentary Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine stated that the Committee recommends the Parliament to adopt draft resolution as a basis with the Committee´s remarks, according to which the new electronic system shall ne introduced only on condition that the relevant amendments are introduced into the Standing Orders of the Verkhovna Rada and the Parliament adopts Principles on such system.
The draft resolution was upheld by the representatives of People´s Party, "YuTB-Batkivshchyna" and "Our Ukraine-People´s Self-Defense" and the Communist Party of Ukraine.
Their opponents emphasised the above-mentioned voting system has drawbacks and does not exclude an opportunity to vote with the held of certain metallic conductors, thus it should be refined.
In the course of the voting the People´s Deputies failed to uphold the proposition (in favor - 222) and recommitted the resolution. Chairman of the Verkhovna Rada V. Lytvyn announced that after the sitting he would register the bill on the relevant amendments to the Standing Orders of the Verkhovna Rada of Ukraine.
The People´s Deputies scrutinized and adopted the Resolution "On the Report of the Interim Inquiry Panel of The Verkhovna Rada of Ukraine set up to investigate Legitimacy of Resolutions of the National Television and Radio Broadcasting Company of Ukraine regarding Organization of Competition and Determination of Winners of the Competition for the Receipt (Re-Registration) of Broadcast Licenses with the Use of Frequencies in 2005-2010"
The Parliamentarians scrutinized and rejected draft resolution on report of A.V. Mohyliov, Minister of Internal Affairs of Ukraine and V.I. Khoroshkovskyi, Head of the Security Service of Ukraine regarding facts of journalists detention by the officers of the above-mentioned departments.
Draft Resolution "On setting up an Interim Inquiry Panel of The Verkhovna Rada of Ukraine to investigate Signing of the Gas Agreements between "Naftohaz Ukrainy" National Joint Stock Company and "Gazprom" Open Joint Stock Company as to the Signs of High Treason in the Sphere of Economic Security of Ukraine" was reported Inna Bohoslovska, People´s Deputy of Ukraine.
The Verkhovna Rada passed the resolution by 256 votes.
The People´s Deputies scrutinized and in the result of the voting rejected two bills on land market.
The bill on amendments to several Legislative Acts of Ukraine regarding introduction of the principle of state registration of legal entities under model statute was introduced by Svitlana Svyshcheva, Chairperson of the State Committee on Regulatory Policy and Entrepreneurship.
An alternative bill was reported by Ksenia Liapina, People´s Deputy of Ukraine.
Natalia Korolevska, Chairperson of the Committee on Industrial and Regulatory Policy and Entrepreneurship reported the Committee´s decision to recommend the Parliament to adopt the bill, submitted by the Cabinet of Ministers of Ukraine as a basis, taking into consideration propositions of the alternative bill in the course of the bill´s drafting for the second reading.
In the result of the voting the governmental bill was adopted as a basis.
The Verkhovna Rada of Ukraine passed the Resolution "On Budget Estimate of The Verkhovna Rada of Ukraine for 2011."
The People´s Deputies scrutinized a number of draft resolutions on appointing and dismissal of judges and passed relevant decisions.
Bill on amendments to the certain legislative acts of Ukraine regarding implementation of the principles of economic activity holding by the subjects of the private Law without use of stamps was reported by Olekdandr Sukhomlyn, Deputy Minister of Economics.
The Specialized Committee recommended the Verkhovna Rada of Ukraine to forward the bill for refinement.
In the result of the voting the bill was forwarded for refinement.
The Verkhovna Rada of Ukraine adopted the Bill on Amendments to the Code of Criminal Procedure of Ukraine (re Familiarization of Accused and Defender with Materials of Case).
The Verkhovna Rada of Ukraine adopted the Bill "On Amendments to several Legislative Acts regarding Enhancement of the Licensing System in the Economic Sector."
The People´s Deputies scrutinized a number of bills in the second reading.
The People´s Deputies adopted the following bills in entirety: "On Moratorium on the Change of Target Purpose of Recreation Lands in Cities and other Population Centers"; "On Amendments to several Legislative Acts of Ukraine" regarding Enhancement of the Order of Storage and Mailing of Registration Cases of Legal Entities and Sole Proprietors; "On Amendments to Clause 11 of the Law "On Municipal Electric Transport" (re Implementation of Standard-Term Contract on Organisation and Rendering of Transport Services); "On Social Adaptation of Persons who served a Sentence in the Form of a Supervised Release or Imprisonment for a Certain Term"; "On Amendments to the Code on Administrative Infringements of Ukraine" (re Authorities of the Officials of the Military Service of Law and Order in the Armed Forces of Ukraine).
In the result of the voting the Verkhovna Rada rejected the following bills: on amendments to the Law "On Elections of the President of Ukraine" (regarding restrictions in pre-election campaigning); on amendments to certain legislative acts of Ukraine regarding establishing of liability for anti-competition coordinated actions; on amendments to the clauses 283 and 308 of the Code of Ukraine on Administrative Infringements regarding payment of double penalty.
Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine adjourned the morning sitting.
During the afternoon sitting the People´s Deputies continued scrutiny of the bills in the second reading.
The People´s Deputies adopted the following bills in entirety: "On Amendments to certain Legislative Acts of Ukraine" (regarding Jurisdiction over a Dispute); "On Amendments to several Laws of Ukraine" (re Cancellation of the Ticket to the Driving License, and Strengthening of the Traffic Safety); "On Amendments to the Law "On Welfare Payments to the Families with Children" (re Payment of Maternity Grant).
The bill on amendments to certain legislative acts of Ukraine regarding compulsory state social insurance (regarding stabilization of its funds activity) was recommitted.
In the result of the voting the Parliamentarians rejected the bill on industrial safety.
The Verkhovna Rada of Ukraine adopted the Laws on Amendments to the Law of Ukraine "On Cabinet of Ministers of Ukraine" (re Authorities) and "On Central Executive Power Bodies."
The Chairman adjourned the afternoon sitting.
