ON THURSDAY, MARCH 3, THE PLENARY MEETINGS OF THE EIGHT SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD.

 

Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, at the beginning of the morning sitting informed on the results of the work of the Verkhovna Rada of Ukraine during the plenary meetings on March 2.

 

V. Lytyvn announced appointing of the People´s Deputies V. Zubanov and N. Samofalov to the office of Deputy Heads of the Party of Regions Faction pursuant to the minutes of faction meeting.

 

Chairman announced surnames of absentees in the session hall and addressed the Secretariate with the request to withdraw their cards for voting.

 

The draft resolution on holding of the parliamentary hearings "On Current State and Development of the Pharmaceutical Sector of Ukraine" was reported by Yurii Haidaev, Chairman of the Sub-committee of the Committee on Public Health.

 

The Verkhovna Rada passed the Resolution by 267 votes. The Specialized Committee shall specify the date of the hearings in June.

 

Draft resolution on holding of parliamentary hearings: "On Observance of the Legislation in the Sphere of Social Welfare for Advanced age Citizens" was repotted by the First Deputy Chairman of the Committee on Matters of Pensioners, Veterans and People with Disabilities Petro Tsybenko.

 

In the result of the voting, draft resolution failed to receive necessary support for adoption.

 

Chairman put to vote draft resolution on holding of the parliamentary hearings "Institute of Family in Ukraine: State, Problems, and their Regulation."

 

The Resolution was passed by 327 votes. The hearings shall be held on July 6 of the current year.

 

Representative of "YuTB-Batkivshchyna" Andrii Senchenko made a statement concerning the fact National Council on Television and Radio broadcasting failed to prolong broadcasting license for Chornomorska Television Company in certain number of townships of the Crimea. He deems it encroachment upon freedom of speech and addressed the politicians and mass media representatives with the request to support the Crimean television and radio company.

 

 

Draft Resolution "On Amendments to several Resolutions of The Verkhovna Rada of Ukraine" was reported by Volodymyr Makeenko, Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine.

 

The People´s Deputies upheld the Committee´s decision by 261 votes.

The bill on amendments to the Law "On the Customs Tariff of Ukraine" (re rates for particular cereal crops) was reported by Vitalii Khomutynnik, Chairman of the Committee on Taxation and Customs Policy.

 

The Verkhovna Rada adopted the bill as a basis and in entirety by 260 votes.

 

The People´s Deputies scrutinized a number of draft resolutions on appointing and dismissal of judges and passed relevant decisions.

 

The Parliamentarians passed a number of draft resolutions to fix the date of early local elections. The Resolutions suggest holding of early local elections on May 15, 2011.

 

 The bill "On Amendments to certain Legislative Acts of Ukraine regarding the Improvement of the Land Management in the Territory of the Autonomous Republic of the Crimea" was reported by Hryhorii Kaletnik, Chairman of the Committee on Agrarian Policy and Land Relations.

The Verkhovna Rada adopted the bill in entirety by 252 votes.

 

Ivan Vernydubov, Chairman of the Committee on Fighting Organized Crime and Corruption reported the bill on fundamentals of the corruption counteraction in Ukraine, drafted for the second reading.

 

The People´s Deputies upheld in the course of the voting the title of the Law and enacting clause and scrutinized amendments to the bill.

 

In the course of the amendments scrutiny the People´s Deputies raised a discussion concerning certain number of issues.

 

Oleksandr Lavrynovych, Minister of Justice suggested adoption of the 1st clause of the bill and its direction for the third reading and holding a discussion during the scrutiny of next clauses concerning differences between ‘legal body of private law´ and ‘legal body of public law.´

 

Chairman adjourned the morning sitting.

 

During the afternoon sitting the parliamentarians continued scrutiny of the amendments to the bill on fundamentals of corruption counteraction in Ukraine.

 

In the course of the second reading procedure, the People´s Deputies scrutinized 9 clauses, 8 of which were upheld and the 1st clause concerning terms definition, was directed for the third reading.

 

Chairman adjourned afternoon sitting.

 

Next plenary meeting of the eighth session will be held on Friday, March 4.
