PLENARY MEETING OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON THURSDAY, 17 FEBRUARY
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the morning plenary meeting. He reported on the results of work of The Verkhovna Rada of Ukraine at the plenary meeting on February 16, 2011.
Olena Netetska took an oath of the People´s Deputy of Ukraine before the Verkhovna Rada. She was registered as a People´s Deputy by the Central Election Committee on February 16.
The Chairman announced that O. Netetska, People´s Deputy of Ukraine joined the faction of the Party of Regions.
The parliamentarians scrutinized a number of personnel issues on the appointment of the People´s Deputies to the offices of the Committee Chairpersons. Under the resolution, Valerii Bevz was appointed to the office of the chairman of the Committee on Fighting Organized Crime and Corruption.
Artem Pshonka was appointed to the office of the Deputy Chairman of the Committee on Fighting Organized Crime and Corruption.
According to the resolution, a number of People´s Deputies were elected committee members.
The draft Resolution "On Commemoration of Liquidators of Chernobyl Disaster on the Occasion of 25th anniversary of Chernobyl disaster" was presented by Anatolii Semynoha, Chairman of the Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster.
The Verkhovna Rada passed the Resolution "On Commemoration of Liquidators of Chernobyl Disaster on the Occasion of 25th anniversary of Chernobyl disaster" by 370 votes.
The Parliamentarians repeatedly scrutinized a number of Laws adjusted for the motions of the President of Ukraine.
The motions of the President of Ukraine to the Law "On the Regulation of Urban Development» were presented by Yurii Miroshchnychenko, Representative of the President of Ukraine in the Verkhovna Rada of Ukraine.
Chairman of the Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy Volodymyr Rybak announced that the Committee had scrutinized the motions of the Head of the State and recommended the Parliament to uphold them.
The Law "On the Regulation of Urban Development" adjusted for the motions of the President of Ukraine was adopted by 269 votes.
The Verkhovna Rada of Ukraine also adopted the Law "On Amendments to the Law "On State Regulation of Sugar Production and Sale" (re declaration of sugar residue) adjusted for the motions of the President of Ukraine.
The Parliamentarians scrutinized another bill adjusted for the motions of the President of Ukraine the Law "On taking Integral Property Complex "Kherson Machinery Plant" LLC back into State Ownership." The People´s Deputies have not upheld the motions of the President and rejected the Law, though they failed to override the President´s veto on this Law.
The People´s Deputies scrutinized a number of draft resolutions on election of judges, and continued scrutiny of the Laws adjusted for the motions of the President of Ukraine.
In the result of the voting, the Law "On Amendments to certain Laws of Ukraine regarding Prevention of Disposal of the State Ownership Objects that are not to be Privatized" was directed for adjustment, while the Laws "On Protection of State-Owned or Private Sanitary Institutions" and "On Amendments to certain Laws of Ukraine regarding Payment for Natural Gas and Electricity" were rejected.
The Parliamentarians scrutinized a number of bills in the second reading.
The Verkhovna Rada adopted the following bills: on Legal Treatment of Lands of Protective Zones of Objects of Trunk Pipeline; on Amendments to the Law "On Protection of Flora"; on Amendments to the Law "On Grapes and Wine" (re Competence of the Central Executive Authority Body in charge of Agriculture); on Amendments to the Law "On the Proclamation of Amnesty in Ukraine"; on Amendments to several Legislative Acts of Ukraine regarding Road Traffic Accidents and Insurance Recovery; on Supplements to Clause 164 of the Code of Ukraine on Administrative Infringements regarding Suspension of Responsibility for Economic Activity by Tacit Consent; on Amendments to several Laws of Ukraine regarding Enhancement of Publishing to the Governmental Order.
The following bills were rejected: on amendments to several Laws of Ukraine (re ballot secret); on amendments to the Criminal-Procedural and the Criminal Codes of Ukraine (re diminished responsibility); on amendments to clause 1 of the Law "On raising the Prestige of Minor´s Work" (re extension of the effect of the miners of non-metal and placer deposits).
Adam Martyniuk, First Deputy Chairman of The Verkhovna Rada of Ukraine, adjourned the morning plenary meeting.
At the afternoon plenary meeting, the People´s Deputies continued to scrutinize the agenda issues.
Yurii Miroshchnychenko, Representative of the President of Ukraine in the Verkhovna Rada of Ukraine, presented the bill on Amendments to the Law "On Welfare Payments to the Families with Children" (re Payment of Maternity Grant).
The Verkhovna Rada of Ukraine adopted the bill by 351 votes.
The following bills were adopted in the first reading: on Amendments to Certain Legislative Acts of Ukraine regarding Ordering of Payment for Services rendered by the Subjects of Natural Monopolies; on Amendments to certain Legislative Acts of Ukraine regarding Insider Information.
People´s Deputy Oleksandr Yefremov presented the bill "On Promotion of Regional Development." The bill was adopted by 323 votes.
People´s Deputy Ihor Prasolov presented the bill on Provision of Safety and Public Order during the Mass Sports, and Health and Fitness Events.
The bill was adopted by 258 votes.
The following bills were adopted: on Amendments to Several Legislative Acts of Ukraine due to Adoption of the Law of Ukraine "On the Licensing System in the Economic Sector", and on Amendments to Several Legislative Acts of Ukraine regarding Cancellation of the Legal Body and Sole Proprietor State Registration Certificates.
People´s Deputy Serhii Vasylenko presented the bill on Amendments to the Clause 34 of the Law "On Road Traffic" (Departmental Motor Vehicles Registration of Operative-Rescue Service Assets). The bill was adopted by 252 votes.
The Chairman adjourned the afternoon plenary meeting.
