PLENARY MEETINGS OF THE SECOND SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 20 MAY
At the beginning of the morning meeting, Arseniy Yatseniuk, Chairman of The Verkhovna Rada of Ukraine, greeted the attendants on the occasion of the Day of the Bank Workers.
Authorized representatives of the Deputy Factions presented their motions, appeals and reports.
Then the People´s Deputies scrutinized the Draft Labour Code of Ukraine at the First Reading. A.Yatseniuk informed the parliament members that he addressed the Cabinet of Ministers with a request to explain the Government´s position concerning adoption of the Labour Code at the First Reading. According to A.Yatseniuk, the Ministry of Labour and Social Policy, the Ministry of Economy and the Ministry of Finance uphold the Bill.
The Draft Labour Code was adopted as a basis by 386 votes.
The Chairman congratulated the People´s Deputies on affirmative resolution concerning the Labour Code adopted for the first time for 8 years.
Then the People´s Deputies considered the issues appertaining to Ukraine´s accession to the WTO. The parliament members discussed the Bills on Amendments to the Law "On Fish, other Water Living Resources and Food Produce from them", and on Amendments to the Law "On Veterinary Medicine", and adopted them as a basis. Both Bills coordinate national legislation with the requirements of the EU legislation, and WTO Agreement on Sanitary and Phytosanitary Measures.
Then Vasyl Shlapak, People´s Deputy of Ukraine, presented the Bill "On Purchase of Goods, Works and Services for the State Funds".
Anatoliy Maksiuta, Vice-Minister of Economy, presented an alternative Bill on Purchase of Goods, Works and Services for the State Funds.
The Government´s Bill was adopted as a basis by 229 votes.
At the end of the morning meeting, the parliament members included the Bill on Amendments to several Laws of Ukraine (re Improvement of Bankruptcy Procedures and Peculiarities of Licensing of Activity of Bankruptcy Commissioners) into the agenda and scrutinized it.
The Bill establishes extra mechanisms for prevention of hidden privatization and fictitious bankruptcy.
Adoption of the Bill will secure taking necessary measures to restore solvency of public economic sector.
The Verkhovna Rada adopted the Bill at The First Reading by 244 votes.
Volodymyr Kholosha, Vice-Minister in Charge of Emergencies and Protection of People from the Consequences of Chornobyl presented the Bill on the National Target Environmental Program on Nuclear Waste Treatment.
He stated that the National Target Environmental Program on Nuclear Waste Treatment aims at implementation of the State policy related to protection of life and health of personnel and the public, protection of the environment from nuclear waste treatment in compliance with the State standards of radiation safety.
The Bill was adopted as a basis.
The Verkhovna Rada rejected the next Bill on Amendments to Article 1 of the Law of Ukraine "On Safety and Quality of Foodstuffs" (re the Concept "Standard").
The People´s Deputies adopted the Bill "On Amendments to several Laws of Ukraine appertaining to Boundary Regime" as a basis and in it entirety. The Law authorizes the Cabinet of Ministers to adopt the documents on demarcation and inspection of the State Border of Ukraine, provided the international agreements of Ukraine fail to define the said procedure, and the State Border Service of Ukraine is authorized to keep the documents on demarcation and inspection of the State Border of Ukraine.
The People´s Deputies scrutinized the Bill "On Amendments to several Laws of Ukraine regarding Family-Type Orphanages" by a shortened procedure, and adopted it as a basis.
Then the evening plenary meeting was closed.
