  • Committee on Energy, Housing and Utilities Services

The committee held a roundtable on how to overcome the crisis in the Ukrainian energy sector.

At the sitting, there were discussed the state of play in and prospects of Ukraine’s electricity market, in particular, the impact of high tariffs on green energy, the need to stop a range of nuclear power units due to excess electricity production as well as prospects of the local coal industry.

It was stated that in order to increase the liquidity of power generating companies and to improve their financial performance, there should with speed be elaborated draft laws Nos.2390, 2389, 2388, 3364 and 2372. The relevant action plans were also presented: a short-term one (up to 3 months); a medium-term (until the end of 2020); and a long-term (2-5 years).

The much-rumoured shutdown of two more nuclear power units was explained through the current balance of the energy market that has acute need for power generation being reduced. Therefore, two more reactors ought to be stopped for the duration of the quarantine period.

Representatives of Ukraine’s energy community, the USAID Project, heads of the State Nuclear Regulatory Inspectorate of Ukraine, PJSC “CentrEnerho”, NEC (NPC) “UkrEnerho”, DTEK, PJSC “UkrHidroEnerho”, PJSC “DonbasEnerho”, the “Interpipe” Company, and mayors of the cities of Ladyzhyn and Burshtyn participated in the discussion. The speakers stressed the need for a much closer interaction between all participants of the electricity market and Ukraine’s legislative and executive powers. They also outlined specific issues and rendered relevant suggestions.

MPs then also expressed their readiness to contribute in every possible way to the implementation of the programme of the Anti-Crisis Energy Staff, as the energy sector needs to achieve a rapid reconciliation.

 

  • Committee on State Building, Local Governance, Regional and Urban Development

At its 5 May sitting, the committee examined a resolution about the Cabinet’s action programme. The draft resolution No.3330 provides for approval of the programme for the period of the current government’s term of office.

During the discussion, committee members emphasized that the programme presented is in need of a substantial refinement and that the committee is ready to cooperate on the matter. Finally, the committee decided to recommend that the Verkhovna Rada send the government programme in question for further consideration, taking into account proposals of the committee.
