On June 10, an extraordinary meeting of the Committee on Ukraine's Integration into the European Union was held. 

During the session, MPs adopted a positive conclusion on the draft Resolution "On Parliamentary Support for the Negotiation Process on Ukraine's Accession to the European Union" (Reg. No. 15297). 

In particular, the document provides that the Cabinet of Ministers, together with the committees of the Verkhovna Rada, shall ensure the coordinated review of draft laws aimed at adapting Ukrainian legislation to the provisions of EU law and fulfilling Ukraine’s international legal obligations in the field of European integration. It also provides for informing the leadership of the Verkhovna Rada of Ukraine and the leadership of the Secretariat of the Verkhovna Rada of Ukraine about the results of consultations with European Union institutions regarding the preparation of such draft laws.

In the event that consultations are held with European Union institutions on the content of draft laws submitted to Parliament, the draft provides that the Government shall inform the leadership of the Verkhovna Rada of Ukraine, the leadership of the Secretariat of the Verkhovna Rada of Ukraine, the parliamentary committee designated as the lead committee for the preparation and preliminary consideration of the draft law in accordance with its subject-matter jurisdiction, as well as the committee responsible for assessing draft laws’ compliance with Ukraine’s international legal obligations in the field of European integration, about the results of such consultations.

Where consultations are conducted on the text of a draft law prepared for the second reading, the Cabinet of Ministers shall involve the lead committee in such consultations.

In addition, in the event that the Resolution is adopted, the Government shall submit quarterly reports to the Verkhovna Rada of Ukraine on the implementation of the National Programme for the Adaptation of Ukrainian Legislation to EU Law. It shall also ensure coordination with the authorised representative of the Verkhovna Rada regarding draft acts introducing amendments to the Programme. Furthermore, the Government shall submit quarterly reports to the Verkhovna Rada on the current state of Ukraine’s accession negotiations with the European Union and provide relevant information during coordination meetings with the leadership of the Verkhovna Rada and members of the Conciliation Council of parliamentary factions and groups.

The Committee also considered the draft Law on amendments to the Law of Ukraine “On the Organisational and Legal Framework for Combating Organised Crime” regarding the establishment of an Interagency Coordination Commission in the field of combating organised crime (National Coordinator) (Reg. No. 13676).

The document provides for the establishment by the Cabinet of Ministers of Ukraine of an Interagency Coordination Commission on combating organised crime, aimed at coordinating the activities of state bodies involved in combating organised crime.

In this way, Ukraine will establish a permanent national coordinator for combating organised crime, the creation of which forms part of the recommendations of the European Commission set out in the 2023 Ukraine Progress Report under the EU Enlargement Package. The Committee concluded that the draft law does not contradict Ukraine’s international legal obligations in the field of European integration.
