The bill (Reg. No. 4102a) suggests recommending the Cabinet of Ministers secure payment of allowances in the amount of 20 per cent of base salary (salary rate) to teaching staff of pre-school, out-of-school, secondary and vocational schools, higher educational establishments of I-II accreditation levels and other institutions, irrespective of their subordinacy, and to library personnel for special working conditions in the maximum amount of 50 percent of base salary.

The draft resolution includes also several recommendations to the government.
