People's deputies approved the Recommendations of parliamentary hearings.
The Resolution recommends that the Verkhovna Rada of Ukraine:
promote legislative initiatives aimed at improving legal regulation of securing implementation of housing rights of dormitory residents;
continue improving regulation of legal relations connected with implementation of housing rights of dormitory residents at a legislative level, whom the Law of Ukraine "On securing implementation of housing rights of dormitory residents applies to;
ensure exercising parliamentary control over adherence of executive and judicial authorities, as well as the prosecutor's office and organizations regardless of their ownership form to the legislation of Ukraine on securing implementation of housing rights of dormitory residents.
Ad Hoc Supervisory Panel of the Verkhovna Rada of Ukraine on Privatization is recommended to create a working group on privatization of dormitories.
The Cabinet of Ministers is recommended to ensure strict observance of legislation of Ukraine re housing rights of dormitory residents.
The Government is recommended:
to submit for consideration of the Verkhovna Rada of Ukraine the bill "On amendments to the National target programme of transferring dormitories into the ownership of local communities for 2012-2015", and consider the issue on continuing the term of this programme to the year 2020.
by September 2014 to submit for consideration of the Verkhovna Rada of Ukraine the bill "On amendments to the Law of Ukraine "On the State Budget of Ukraine for 2014" (re renewing funding in 2014 of the National target programme of transferring dormitories into the ownership of local communities for 2012-2015")
The Cabinet of Ministers is recommended to instruct respective state authorities to:
elaborate and approve new forms of state statistic accountability regarding dormitories and residents of dormitories under the Law of Ukraine "On securing implementation of housing rights of dormitory residents";
check adherence to the current legislation of Ukraine re registration of a place of residence (temporary or permanent) in dormitories under the Law of Ukraine "On securing implementation of housing rights of dormitory residents", etc.
The State Property Fund is recommended to establish a commission on a working group on privatization of dormitories.
Owners of dormitories are recommended to free of charge transfer all dormitories, that were included to share capitals (funds) of organizations (associations) created in the process of mass privatization under the Law of Ukraine "On securing implementation of housing rights of dormitory residents", to communal ownership.
Under the Resolution, the Cabinet of Ministers shall inform the Verkhovna Rada of Ukraine on the state of implementation of the parliamentary hearings approved by this Resolution.
