The Committee on Agrarian Policy and Land Relations recommends that the Parliament adopt as a basis the bill on some measures re strengthening the role of territorial communities in managing land resources

The bill (Reg. No. 4150) suggests referring all lands outside the settlements within the territories of village, township and city councils (except for defence lands, land plots that are being used by the Black Sea Fleet of the Russian Federation on the territory of Ukraine on the basis of international agreements, lands of alienation and compulsory evacuation zones affected by radioactive contamination of Chornobyl disaster, etc.) to the communal property.

Joint ownership of territorial communities of regions and Oblasts shall include land plots where buildings, structures and communal enterprises of such form of ownership are situated.
