The bill (Reg. No. 4631) suggests supplementing sector XV "Transitional Provisions" of the Law "On Mandatory State Pension Insurance" with a new provision according to which, until 2025, persons having an insurance record of over 5 years, and under condition of men reaching a 60 years of age, women – 55, they could use the right to receive a pension according to the legislation which had been valid until the Law "On measures re legislative insurance of the pension system reform" dd. 08.07.2011 No. 3668 came into force. It is stipulated that the legislative proposal will be enforced since the day of publishing the law.
At the same time, the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat provides a summarizing conclusion stating that based on the results of the bill's consideration in the first reading, it should be rejected.
