The bill suggests:
carrying out additional certification of representatives of state service and court system with participation of publicity, and provide access to such service for persons who received proper education and professional training, however, lack the respective state service experience;
establishing a fair (differentiated) system of payment for administrative services in the sphere of state registration of property rights to immovable property and their encumbrances;
increasing state budget revenues at the cost of establishing economically feasible and socially-oriented amounts of payment for administrative services and the related services;
settling the existing staffing problems;
establishing free access to the State Registrar of property rights to immovable property for bodies of state authority and local self-government, as well as natural and legal persons, etc.
