The bill (Reg. No. 4300) stipulates:
determining the notion of separatism and legal responsibility for separatism as a constitutional responsibility of primarily political nature along with criminal and administrative responsibilities;
introducing the notion of deseparatization into the Ukraine’s legal terrain;
determining the emergency nature of legal measures for deseparatization;
determining lustration, liquidation, confiscation, educational and informational measures for deseparatization;
determining liquidation and confiscation criteria of deseparatization;
determining bodies that carry out deseparatization; stipulate establishment of a central body of executive power on matters of deseparatization and determine its powers;
entrusting the Cabinet of Ministers of Ukraine to adopt a temporary provision on the procedure of deseparatizational lustration and organization of activity of the respective lustration bodies. The provision shall be in force until the Verkhovna Rada of Ukraine adopts a special Law that determines organizational basis for carrying out lustration, as well as powers and operating procedures of lustration bodies in Ukraine, etc.
