The Decree of the President of Ukraine announces and conducts partial mobilization (hereinafter – mobilization).
Under the Decree, “mobilization shall be conducted on the territory of Vinnytsia, Volyn, Dnipropetrovsk, Donetsk, Zhytomyr, Zakarpattia, Zaporizhzhia, Ivano-Frankivsk, Kyiv, Kirovohrad, Luhansk, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kharkiv, Kherson, Khmelnytsk, Cherkasy, Chernivtsi, and Chernihiv Oblasts and the city of Kyiv.
Mobilization shall be carried out within 45 days since enactment of this Decree.
Conscription of those liable for military service, reservists, and the supply of transport vehicles for the needs of the Armed Forces of Ukraine, the National Guard of Ukraine, the Security Service of Ukraine, the State Border Service of Ukraine, the State Special Transport Service and other military formations of Ukraine, shall be conducted in the amount specified by mobilization plans with consideration of the reserve.”
The Decree stipulates that “the Defence Ministry of Ukraine, the Internal Affairs Ministry of Ukraine, the Security Service of Ukraine and the Administration of the State Border Service of Ukraine shall secure informing members of families of the military, as well as staff of military formations and the law-enforcement bodies of Ukraine, that perform tasks within the area of anti-terrorist operation in Donetsk and Luhansk Oblasts, about their service, and take measures to prevent disclosure of classified information.
The Cabinet of Ministers shall secure financing and take other measures within their powers connected with announcement and conduction of partial mobilization.”
