A. Kozhemiakin and J.-M. Guehenno exchanged thoughts on the situation in the eastern Oblasts of Ukraine. J.-M. Guehenno informed the Chair of the Parliamentary Committee that he occupied the post of the UN Under-Secretary-General for Peacekeeping Operations in 2000-2008.   

J.-M. Guehenno said he was invited to Ukraine by the Ministry of Internal Affairs aiming at strategic advisory on the issue of reforming the system of law-enforcement bodies. He also stated that he was interested in accelerating reforms of the Ministry of Internal Affairs and criminal justice of Ukraine.    

A. Kozhemiakin informed his colleague about legislative initiatives on these issues that are now being elaborated in the Committee. He paid particular attention to the draft law "On the Prosecutor's Office" elaborated for the second reading, and stressed that no changes in the sector of public security and criminal justice of Ukraine can be made without legislative support. 

The issues on creating municipal militia, preventing political pressure on law-enforcement bodies, etc. were also discussed during the meeting. 

A. Kozhemiakin and J.-M. Guehenno claimed the discussion of the abovementioned issues will help conduct a more quality analysis of current challenges and requirements of law-enforcement bodies of Ukraine, and thus, their reforming according to European standards.
