On opening the meeting, Committee Chair Lilia Hrynevych, noted that “on the one hand, we are in high spirits because we managed to adopt an extremely progressive, pro-European and pro-reformist Law. On the other hand, we all understand that problems are only just beginning. Introduction of such a systemic reform will be quite complicated. All higher educational establishments are ready for it and are aware of how to implement this Law.”
The Ministry of Education should elaborate a step-by-step implementation plan that shall reflect all the stages of implementation of the Law, the Committee Chairperson believes.
“If the President signs the Law till the end of July, some of its provisions will be enacted immediately. All the provisions requiring additional funding shall be enacted since 2016,” said Lilia Hrynevych.
At present, the main task of the working group lies in providing
experts, rectors and pro-rectors of higher educational establishments with a
possibility to formulate questions and proposals regarding implementation of
the Law.“The Scientific Practical Commentary to the Law is in the pipeline now,” noted the Committee Chairperson.
