Having considered information provided by the Ministry of Social Policy, the Internal Affairs Ministry, the State Emergency Service, the Security Service, the Defence Ministry and the Representative of the Verkhovna Rada Commissioner for Human Rights, Committee members stressed that measures taken by the respective ministries and other central bodies of executive power to secure protection of the rights of children remaining in the zone of military operations and military conflicts “are extremely insufficient.”

Particularly, it was noted that as of July 1 no regulatory legal act was adopted to settle these issues. Participants of the meeting believe that the government should entrust the respective ministries and departments to coordinate their actions in order to establish necessary conditions for safe evacuation of children from the zone of military operations and military conflicts.

Committee members noted that the Ministry of Social Policy “reports about evacuation of more that one thousand of children from the zone of military operations and military conflicts, while around one million of children lives in Donetsk and Luhansk Oblasts.”

Following the results of discussion, the Committee made recommendations to the Cabinet of Ministers.

It was noted that the issue of control over the adherence to legislation requirements regarding securing children’s rights by the Cabinet of Ministers will be repeatedly considered during the Committee’s meeting on September 2014.
