The Committee on the Rule of Law and Justice recommends that the Parliament should adopt as a basis the bill on amendments to article 19 of the Code of Administrative Proceedings of Ukraine (re appealing decisions of local self-government bodies)

The bill (Reg. No. 4984) aims to grant state authorities the possibility to appeal illegal decisions, actions or inactivity of local self-government bodies in court, either at the location of such body of state power – the complainant, or at the location of the respondent

The bill suggests supplementing article 19 of the Code of Administrative Proceedings with a new part four.

Committee members believe that adoption of the bill will promote legal, objective and unbiased consideration of cases, and will help prevent illegal pressure on judges and other trial participants.
