The bill (Reg. No. 3880) suggests establish that “prevention or failure to timely appoint a counsel, as well as any other gross violation of the right of defense of a person, that is being brought to administrative responsibility; of a complainant; a witness; suspect or accused that was committed by investigation officer, prosecutor or a judge, - 

is punishable by three to five hundred of citizens’ personal exemption; or corrective labor for a period of up to two years; or arrest for the term of up to six months, being (or not) deprived of the right to hold specific posts or perform certain activity for the period of up to three years.”   

The respective amendments are suggested to be made to article 374 of the Criminal Code by providing a new version of its part one.

Committee members upheld the bill, adoption of which will promote refinement of implementation of principles and standards in practical activity of state bodies in order to maintain proper protection level of rights and freedoms of a human.
