The bill (Reg. No. 4756) suggests determine organizational and legal
basis for cooperation of territorial communities, as well as principles, forms
and mechanisms of such cooperation; its stimulation, funding and control. The people’s deputies took into consideration the fact that the bill was elaborated in order to establish legal basis for cooperation of resources of local self-government with a view to settle common problems of vital functions of territorial communities at the local level and with a view to secure more efficient provision of services to local population and establishment of objects of municipal infrastructure for several territorial communities.
