The bill suggests stipulate compensation to the employer of the actual costs of a single fee for mandatory state social insurance for employment of youth that graduated or stopped their studies at secondary comprehensive, vocational or higher educational establishments, quit compulsory military service or alternative (not military) service (during six months after completing or quitting studies or service) and who are employed for the first time without providing such citizens with a status of the unemployed and referral of the local body of central executive authority implementing state policy in the sphere of employment and labour migration.
