Having opened morning plenary session, Chairman of the Verkhovna Rada of Ukraine Oleksandr Turchynov informed that military unit that keeps arsenal of weapons in Artemivsk was attacked today at night. According to him, the attack was repelled.
Oleksandr Turchynov said also that Mariupol City Council building, that resumed its work, was liberated today.
Further on, the Chairman informed that the Central Election Commission has registered a newly elected people’s deputy of Ukraine Firsov Yehor Pavlovych, elected on October 28, 2012 in a multi-mandate nationwide district and included into the electoral list of “UDAR” party.
The newly elected people’s deputy took an oath to the Verkhovna Rada.
Chairman of the factions of the Party of Regions and the Communist Party of Ukraine Oleksandr Yefremov and Petro Symonenko made statements.
Other faction representatives also took the floor with announcements.
The people’s deputies paid silence tribute to the tortured patriots of Ukraine in Donetsk Oblast.
The Chairman announced that the people’s deputy of Ukraine O.A.Volkov became member of the deputy group “Economic development”.
The people’s deputies did not uphold the draft resolutions on early termination of powers of the people’s deputies Vitalii Yarema, Valerii Lunchenko and Volodymyr Bondarenko.
Parliamentarians considered the issue of placing several draft laws and resolutions on the session’s agenda.
Following the results of voting, none of the suggested bills was included into the agenda.
The Chairman drew attention to the fact that there are not enough votes in the session hall necessary for effective voting and suggested today consider issues included into the agenda and take the decisions on them during the next plenary meeting.
Parliamentarians granted a hearing to rapporteurs and discussed the adjusted draft law on amendments to the Tax Code of Ukraine regarding refining transfer pricing (Reg. No. 4527), as well as the draft laws registered under No. 4580, 4629, 4629-1, 4584, 4583, 4585, 4586, 4582, 4522, 4608, 4510, 2409-1, 2121-1, 3316, 3216, 3216-1, 2450 and 2193а.
The people’s deputies also granted a hearing to the rapporteurs and considered the bills registered under No.
After discussions, Oleksandr Turchynov noted that in the course of the meeting with deputy faction leaders, the agreement was reached to hold an open parliamentary session on Tuesday, April 29 in the form of public hearings in order to discuss amendments to the Constitution.
He stressed the necessity to invite “well-known experts on constitutional law and representatives of regions, NGOs, and unions” to the Parliament. “That is why one of the key issues of Constitution lies in broadening authorities of the regions and establishment of all conditions for their development and self-realization,” he said.
According to him, all these issues should “unite the entire country.”
The Chairman adjourned plenary session.
Next plenary meeting of the fourth session will be held on Tuesday, April 29, 2014.
