The Law announces amnesty and spreads it to, firstly, those categories of convicted have committed non-grave crimes or are unprotected and vulnerable in the social sphere, particularly: to the under-aged, to women and men who have children under 18, children with disabilities and/or an adult son/daughter with disabilities, disabled of group one, two and three, having tuberculosis, oncological diseases, etc.
The Law also suggests apply amnesty to persons against whom criminal proceeding were initiated and who were convicted for crimes not connected with violence. Particularly, this refers to persons convicted for economic crimes, crimes connected with drug trafficking (without selling purpose), with non-payment of taxes, etc.
