The document (Reg. No. 4277) suggests determine that the hospital provides specialized medical care for all categories of citizens, and instruct the State General Affairs Department to ensure strict implementation of the resolution.
In general, members of the Committee upheld this legislative initiative.
At the same time, it was stressed that some norms of the draft include provisions related to management of activity of bodies subordinated to the President of Ukraine. Thus, people’s deputies claim the Verkhovna Rada by its resolution shall not instruct bodies directly subordinated to the President of Ukraine.
Following the discussion, it was stated that in order to efficiently use budget funds and potential of clinical hospital “Feofaniya” in the interests of all Ukrainian people, it would be appropriate to settle the issue raised in the draft resolution by determining mechanisms of the Ministry of Health and State General Affairs Department joint work.
People’s deputies also think it is relevant to refine the draft in the Committee with consideration of the abovementioned proposals and amendments that should be received from subjects with the right of legislative initiative during its elaboration for the second reading.
