The law transforms internal military forces of the Ministry of Internal Affairs into the National Guard of Ukraine – the military unit with law-enforcement functions that will be included into the system of the Ministry of Internal Affairs of Ukraine.
Under the Law, the National Guard is to protect life, rights, freedoms and legal interests of citizens, society and the state form criminal and other unlawful encroachments; protect public order; stop terrorist activities, etc.
In cooperation with the Armed Forces of Ukraine, the National Guard participates in counteraction to military aggression against Ukraine and liquidation of a military conflict by conducting military operations and fulfilling the tasks of territorial defense.”
The Law establishes that “activity of the National Guard of Ukraine is based on the principles of the rule of law; securing observation of rights and freedoms of a human and citizen; non-affiliation, continuation, legitimacy, and openness to democratic civil control, transparency, responsibility, centralized management and unity of command.
Use of torture, inhuman or degrading treatment is prohibited in the activity of the National Guard of Ukraine.”
The law determines also functions of the National Guard of Ukraine that proceed from its mission and tasks.
